UN Warns Australia Over Reported Refugee Boat Push-Backs

Geneva. The UN refugee agency Friday warned that Australia could be breaking international law, amid reports that it pushed back to Indonesia boats carrying asylum-seekers.

Adrian Edwards, spokesman for the UN high commissioner for refugees, said the agency wanted an explanation after the reports that the Australian navy forced boats back, as well as plans to buy more vessels to bolster such operations.

“UNHCR would be concerned by any policy or practice that involved pushing asylum-seeker boats back at sea without a proper consideration of individual needs for protection,” Edwards told reporters, saying it was still seeking details from the government.

“Any such approach would raise significant issues and potentially place Australia in breach of its obligations under the 1951 Refugee Convention and other international law obligations,” he added.

Australia’s conservative Prime Minister Tony Abbott, who won power in September after campaigning to “stop the boats”, has introduced the military-led Operation Sovereign Borders to crack down on asylum-seekers coming by boat.

Indonesia says Australia has turned back at least one boat carrying asylum-seekers to its shores, although The Australian newspaper said as many as five have been secretly returned.

“As past experience has shown, such practices are operationally difficult and potentially dangerous for all concerned,” Edwards said.

On Friday, Abbott likened the fight against people-smugglers to war. The government has declined to reveal details of the boat incidents.

It has also refused to confirm or deny that it is planning to buy 16 hard-hulled lifeboats to ferry asylum-seekers to Indonesia.

Australia’s tough policies have irked Jakarta, which has warned that turning boats back could breach Indonesian sovereignty, feeding into existing diplomatic spats.

Over the past decade, UNHCR has repeatedly crossed swords with Australian governments of all political stripes, including Abbott’s Labor Party predecessors who also backed tough measures.

Australia argues that is on the front line of a wave of illegal immigration and needs to step up the fight against people-smugglers who try to bring people in, often on unseaworthy wooden vessels heading from Indonesia.

It insists that tough measures are needed to discourage illegal immigrants, and that genuine asylum-seekers get a fair hearing.

Australia’s policy of sending arrivals to Papua New Guinea and Nauru pending asylum hearings has faced criticism from UNHCR and rights groups over conditions in camps there and the lengthy process, but like previous administrations, Abbot defended it.

US President Barack Obama has invited German Chancellor Angela Merkel to visit Washington, apparently to repair ties strained by US surveillance of her mobile phone. An exact date has not been announced.

Chancellor Merkel's spokesman said she had accepted an invitation from President Obama to visit Washington as he was briefed on Wednesday by privacy advocates on ways to reform US surveillance operations.

White House spokesman Jay Carney declined to elaborate on whether the issue of eavesdropping had been discussed when Obama phoned Merkel on Wednesday.

"I believe the president made the call because of her injury," Carney said, adding that he had wished her well following her Christmas period skiing accident that fractured her pelvis.

Obama had also congratulated Merkel on the "formation of her new cabinet," Carney added, referring to the inauguration in late December of Merkel's third-term grand coalition government.

The two leaders' future talks would include a "full agenda" for 2014, including a proposed transatlantic trade pact and an upcoming NATO summit, he said.

'Breach of trust'

Last year, Merkel (pictured with Obama) reacted furiously to revelations that the US National Security Agency (NSA) had listened to her mobile, warning Obama in October that this would amount to a "breach of trust."

Washingtonnever confirmed eavesdropping on several world leaders disclosed in media reports sourced to the US whistleblower Edward Snowden. The White House, however, did say the US would not monitor Merkel in the future.

Late on Wednesday, Merkel's spokesman in Berlin, Steffen Seifert, said she had accepted Obama's invitation for her to visit Washington, but like the White House did not offer a date.

Obama briefed by review panel

At the White House on Wednesday, Obama was briefed by a review panel comprising privacy advocates and intelligence officials.

The Privacy and Civil Liberties Oversight Board said it would issue its own report on the NSA mass surveillance of telephone records by next month.

On Thursday, Obama is due to discuss intelligence activities with members of Congress, according to Carney.

Disclosures made by Snowden via media outlets since June 2013 about the NSA's mass collection of data provoked outrage worldwide.

Dozens of New York police officers and firefighters have been charged with falsely claiming disabilities to receive benefits. Some of the accused claimed to have PTSD from the 9/11 terrorist attacks.

The Manhattan district attorney on Tuesday charged 106 people, including 80 former police and firefighters, with fraudulently claiming disabilities to receive Social Security benefits from the US federal government.

The accused drew $30,000 to $50,000 per year in federal benefits to which they were not entitled, according to a statement by Manhattan District Attorney Cyrus R. Vance. Some of the retired police and firefighters claimed that they had post-traumatic stress disorder (PTSD) as a consequence of the September 11, 2001 terrorist attacks.

"Many participants cynically manufactured claims of mental illness as a result of September 11, dishonoring the first responders who did serve their city at the expense of their health and safety," Vance wrote in the statement.

"This alleged scam further depleted the already limited resources available for battling the real and complex conditions of PTSD and depression," Vance said.

'Far-reaching criminal enterprise'

The fraud ring was allegedly run by Raymond Lavallee, 83, Thomas Hale, 89, Joseph Esposito, 64, and John Minerva, 61. As early as 1988, the four men conspired to help applicants fake disability claims to collect benefits in addition to their public pensions, according to court documents.

"The crimes alleged in this indictment outline a highly organized, far-reaching criminal enterprise that targeted the Social Security Disability Insurance (SSDI) program," said Edward Ryan, a special agent at the US Social Security Administration.

"These individuals allegedly relied on lies, deceit, and under-the-table payments while they bilked the Social Security Trust Funds of tens of millions of dollars and, in many instances, exploited the tragic events of September 11, 2001 for their own gain," Ryan said.

Foreign minister would have helped Vitesse over Mori's UAE ban

Foreign minister Frans Timmermans would have gladly helped Arnhem football club Vitesse in its efforts to get an Israeli player permission to join the club’s winter training camp in Abu Dhabi, he said on Tuesday.

Speaking from Cuba, where he is on a three-day visit, Timmermans said: ‘if my help was asked for on time, I would have done what I could to make it possible for [Dan] Mori to travel.’

Vitesse was told the by the UAE on Saturday defender Mori was not welcome because of his Israeli passport. The club says it had been given earlier assurances Mori would be allowed in and decided not to call off the trip because it would interfere with the training.

Football association

The Dutch football association said on Monday that it wanted to keep out of politics, but on Tuesday issued a more strongly worded statement following criticism from politicians.

‘We are, of course, angry Mori was refused entry to the UAE because of his nationality,’ the statement said. ‘Football connects people from different lands, cultures and religions.’

The KNVB now plans to discuss further steps with Vitesse when the club returns to Arnhem, Nos televisions said. The club is unwilling to create too many waves while it remains in the UAE, the KNVB said.

The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. It is not the fall of the church. It is instead the recalibration of the divinity inside that would match the worship that goes on. It's a win-win situation. Senate confirms Janet Yellen as chair of US Federal Reserve

Washington — The US Senate confirmed Janet Yellen as the new leader of the Federal Reserve, marking the first time a woman has headed the world's most powerful central bank.

President Barack Obama's nominee earned bipartisan support in the bitterly divided chamber, but the 56-26 vote was still among the closest in the 100-year history of the institution.

Several senators who supported Yellen, currently Fed vice-chair, arrived too late for the vote.

Yellen, 67, will replace current Chairman Ben Bernanke, who steps down on January 31 after eight years in the job, during which the pair dealt with the country's worst economic crisis since the Great Depression.

Bernanke's successor's main task will be ensuring the US economy does not slip backwards at a time when other countries are beset by weakness.

Especially crucial will be further pushing down the American jobless rate, which fell to 7.0 percent in November, still significantly higher than Bernanke, Yellen and other Fed policymakers have deemed satisfactory.

Obama cheered the Senate approval, saying Yellen would serve the central bank and the country well.

"The American people will have a fierce champion who understands that the ultimate goal of economic and financial policymaking is to improve the lives, jobs and standard of living of American workers and their families," he said in a statement.

"As one of our nation?s most respected economists and a leading voice at the Fed for more than a decade -- and vice chair for the past three years -- Janet helped pull our economy out of recession and put us on the path of steady growth."

Yellen has built a strong reputation as an academic economist, and as a veteran policymaker at the Fed she is not expected to veer far from the policies set by Bernanke.

Married to economics Nobel Prize winner George Akerlof, she has a long-term interest in the impact of joblessness on the economy, and has helped keep Fed policy focused on bringing down unemployment.

She has also been closely identified with the Fed's opening up of its once-mysterious policy thinking, with the central bank communicating what it sees in the economy and the expected direction of monetary policy far more openly than 10 years ago.

"Americans should feel reassured that we will have her at the helm of the Fed as our nation continues to recover from the Great Recession," said Senate Banking Committee chairman Tim Johnson.

"Dr. Yellen's leadership will also be critical as the Fed completes Wall Street reform rulemaking and continues to enhance the stability of our financial sector."

The American Bankers Association, which has fought the Fed's push for tough regulations in the wake of the 2008 crisis, cautiously welcomed Yellen's approval.

"As the Federal Reserve heightens its focus on bank regulation, her experience supervising banks in the Federal Reserve system provides her with a valuable perspective. We look forward to working with the Federal Reserve under her leadership."

Her nomination encountered resistance from several Republicans concerned with the Fed's huge efforts to pump money into the economy over the past four years, including its $85 billion a month bond buying stimulus program of the past year, soon to be scaled back.

"The stock market has become addicted to the Fed's easy money policies," said veteran Senate Republican Chuck Grassley.

"It appears that Ms. Yellen will continue to pursue these misguided policies."

However, with the economy now moving at a pace the Fed has tentatively ruled sustainable, the policy making Federal Open Market Committee, led by Bernanke and Yellen, decided at its December meeting to taper the program, starting with a $10 billion cutback this month.

The move came after months of delay and the step convinced Democratic Senator Joe Manchin, who had been concerned about the size of the stimulus, to back Yellen.

"I now feel comfortable supporting Vice-Chair Yellen's nomination," he said in a statement.

US Secretary of State John Kerry has headed home after failing to get Israel and the Palestinians to agree to a framework peace deal. Despite this, Kerry insisted as he left the region that progress had been made.

As John Kerry flew back to Washington after having spent four days shuttling between meetings with Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas, the two sides appeared to remain far apart on some of the details of his proposed framework for peace.

According to a report in the Israeli newspaper Maariv, during the course of their discussions, Kerry pressed Prime Minister Netanyahu to accept a formula which would allow for the return of Palestinians who were expelled or fled from their homes as the Jewish state was being created in 1948.

According to the paper, Netanyahu refused. It also reported that the Israelis were seeking to extend an April deadline for negotiations on a framework to be completed to January 2015, in return for freezing some settlement construction activity.

Meanwhile, the Associated Press cited an unnamed senior Palestinian official who said they too had major reservations about what Kerry had proposed, particularly with regard to the future of east Jerusalem. The Palestinians want to make east Jerusalem the capital of a future state, but according to the AP report, what Kerry is proposing refers to Palestinian "aspirations" for east Jerusalem without mentioning it as a future capital.

No official word

Kerry and other US officials have been tight-lipped on the details what was discussed, but it was clear to reporters travelling on Kerry's plane back to the US, that a lot of hard work still remained.

"At some point there will be a document with the ideas from both parties, but we're not going to make a prediction of when that will be," an unnamed State Department official aboard the plane told reporters, according to the AFP new agency.

It also wasn't clear when Kerry, who has just completed his 10th visit to the region since being named Secetary of State less than a year ago, would return. Some reports suggested that he could be back as soon as next week, but the State Department official on his plane seemed to play down this possibility.

"We want to give the negotiators time to lay the groundwork for a trip that would be productive," the official said.

The National Security Agency on Saturday released a statement in answer to questions from a senator about whether it “has spied, or is … currently spying,on members of Congress or other American elected officials”, in which it did not deny collecting communications from legislators of the US Congress to whom it says it is accountable.

In a letter dated 3 January, Senator Bernie Sanders of Vermont defined “spying” as “gathering metadata on calls made from official or personal phones, content from websites visited or emails sent, or collecting any other data from a third party not made available to the general public in the regular course of business”.

The agency has been at the centre of political controversy since a former contractor,Edward Snowden, released thousands of documents on its activities to media outlets including the Guardian.

In its statement, which comes as the NSA gears up for a make-or-break legislative battle over the scope of its surveillance powers, the agency pointed to “privacy protections” which it says it keeps on all Americans' phone records.

The statement read: “NSA’s authorities to collect signals intelligence data include procedures that protect the privacy of US persons. Such protections are built into and cut across the entire process. Members of Congress have the same privacy protections as all US persons. NSA is fully committed to transparency with Congress. Our interaction with Congress has been extensive both before and since the media disclosures began last June.

“We are reviewing Senator Sanders’s letter now, and we will continue to work to ensure that all members of Congress, including Senator Sanders, have information about NSA’s mission, authorities, and programs to fully inform the discharge of their duties.”

Soon after Sanders' letter was published, the director of national intelligence, James Clapper, announced that the Foreign Intelligence Surveillance (Fisa) Court, the body which exists to provide government oversight of NSA surveillance activities, had renewed the domestic phone records collection order for another 90 days.

On Saturday, the New York Times published a letter from Robert Litt, in which the general counsel for the Office of National Intelligence denied allegations that Clapper lied to Congress in March, when questioned about NSA domestic surveillance.

Last month, two federal judges issued contradictory verdicts on whether such NSA surveillance was constitutional. Judge Richard Leon said it was not constitutional; Judge William Pauley said that it was.

Rome — Pope Francis has called for a rethink in the way the Catholic Church deals with the children of gay couples and divorced parents, warning against "administering a vaccine against faith".

"On an educational level, gay unions raise challenges for us today which for us are sometimes difficult to understand," Francis said in a speech to the Catholic Union of Superiors General in November, extracts of which were published on Italian media websites on Saturday.

"The number of children in schools whose parents have separated is very high," he said, adding that family make-ups were also changing.

"I remember a case in which a sad little girl confessed to her teacher: 'my mother's girlfriend doesn't love me'," he was quoted as saying.

The pontiff said educational leaders should ask themselves "how can we proclaim Christ to a generation that is changing?"

"We must be careful not to administer a vaccine against faith to them," the 77-year-old added.

Though the Church has often been in conflict with the lesbian, gay, bisexual and transgender community over its opposition to same-sex marriage and to homosexuality, Francis has drawn praise for attempts to be inclusive.

In July he reached out to gays, declaring that "if someone is gay and seeks the Lord with good will, who am I to judge?"

And in December, the Advocate magazine -- dedicated to the gay and lesbian community -- chose the head of the Catholic Church as the "single most influential person of 2013 on the lives of LGBT people."

The reform-minded pontiff has also called an extraordinary assembly of the Synod of Bishops next year to discuss the Church's position with regard to the family, which is expected to address among other issues the problem of divorcees remarrying and children of divorced parents.

Tell me what I should know.

Answer from the book: Dear one, less than two generations from now, there will be those who find this book and laugh at the quaintness of this very question. Before I answer, let me ask you and those reading this to examine a phenomenon about Human society and "God."

Thirty years ago, interracial marriage was considered to be wrong by the laws of God. Now your society finds it common. The spiritual objections around it were either dropped or "rewritten" by those divinely inspired and authorized to do so. Therefore, your actual interpretations of the instructions from God changed with your society's tolerance level--an interesting thing, indeed, how the interpretations of God seem to change regularly to match a changing culture!

The truth, of course, is that you find yourself in a situation that is known to create a test for you. Right now, in this time, you have agreed to come into your culture with an attribute that may alienate you from friends and religious followers. You have faced fear of rejection and have had to "swim upstream," so to speak, just as an everyday life occurrence. Your contract, therefore, has been set up well, and you are in the middle of it. Additionally, like so many like you, you have a divine interest in yourselves! You feel part of the spiritual family. What a dichotomy indeed, to be judged as evil by those who are the high spiritual leaders--interpreting God for today's culture.

Now I say this: What is your intent? Is it to walk with love for all those around you and become an enlightened Human Being in this New Age? Is it to forgive those who see you as a spiritual blight on society? Can you have the kind of tolerance for them that they seem not to have for you? Can you overlook the fact that they freely quote their scriptures in order to condemn you, yet they don't seem to have the love tolerance that is the cornerstone of their own message?

If the answer is yes, then there is nothing else you must do. Your INTENT is everything, and your life will be honored with peace over those who would cause unrest, and tolerance for the intolerable. Your sexual attributes are simply chemistry and setups within your DNA. They are given by agreement as gifts for you to experience in this life. Look on them in this fashion, and be comfortable with that fact that you are a perfect spiritual creation under God--loved beyond measure--just like all humans. But then you know that, don't you?

"... Question Three: Is there life on other planets?

Are you kidding? There's life everywhere. Everywhere! Right now, your scientists are searching for microbial life on all the planets and their moons in your solar system, and they will eventually find it. They expect to find it. They will eventually understand that the seeds of life are everywhere.

How much life might there be? How long has it been "out there"? When science starts to realize the scope of how long life has been in your galaxy, they will begin to see something counterintuitive to evolution - their own Human history. How old is your Universe? Ask your scientists and they will say about 13 billion years. That's OK. Let's use their numbers. How old is your own planet - 4 or 5 billion, perhaps? Correct. But how old is humanity? Why weren't you here with the dinosaurs? You think the earth wasn't ready? Do you think that perhaps that which controls evolution was a little too stupid to make a Human sooner, but the process could make a dinosaur? Have you ever thought about these things?

If you put the earth's entire history into a 24-hour clock, life itself only started in the last hour and humanity, all of civilization, happened the last few seconds. Isn't that odd to you? Therefore, in a Universe that may be 13 billion years old, you arrived in the last few seconds. Did you ever think maybe you're the newest ones on the block? Well, you'd be right.

If the Universe is really that old, do you think perhaps there are civilizations in your galaxy that might be a billion or more years older than you? If that's the case, do you think perhaps they have gone through anything you're going through? Do you think any of them might have had your DNA attributes? Perhaps they also went through what you are going through spiritually? Perhaps they even went into a quantum ascension status? The answer is dozens of them.

You already know them and you've listed them in your publications. The ones who directly seeded you are called Pleiadians. The ones who seeded them might be Octurian and the ones who seeded them may be even Orion. They're everywhere, and they're all here as well. They're looking at you, for you are the ones who are next, and you are passing this marker of the shift ...."

Study calls for greater religious tolerance with Hinduism and Buddhism under-represented and funding a major issue

Christianity dominates the United Nations and more diversity is needed to increase non-Christian representation in world peacemaking, according to a study.

Research undertaken by Prof Jeremy Carrette, with colleagues from the University of Kent's department of religious studies, has revealed that more than 70% of religious non-government organisations (NGOs) at the UN are Christian, and that there is historical privilege in allowing the Vatican a special observer status, as both a state and a religion.

The report, called Religious NGOs and the United Nations, calls for greater awareness, transparency and equality in the way religious NGOs operate within the UN, and more emphasis on religious tolerance.

The report also asks for greater understanding of how religions enhance and constrain human rights. It provides evidence that funding limits other religious traditions from establishing NGO work at the UN.

Islam, is represented more significantly through a collective of states (the Organisation of Islamic Co-operation) rather than civil society NGOs, which are dominated by Catholic groups, according to the report.

Asian religions, such as Hinduism and Buddhism, are under-represented and funding is a major issue in preventing their equal access, it said.

Carrette said: "It would seem there needs to be more of a 'global goodwill' to make the UN system work for all religions equally, and for religions to follow and share equally UN goals for peace and justice.

"The report highlights that while all religions are represented in some way in the peacemaking system of the UN, there are structural and historical differences that need to be addressed.

"It also shows that religions form an important part of international global politics and that in a global world we need to establish a new pluralistic contract for equal access for all religions to the UN system.

"This must also entail religious groups working towards the ideals of the UN, in terms of human rights, fairness and justice for all men and women."

The report questions claims by the Christian right that new age cults run the UN , saying evidence suggests these are greatly misjudged and erroneous.

It also shows the number of inter-faith and new age NGOs is very small, and religious NGOs in total form only 7.29% of the total of consultative status NGOs at the UN.

But despite their small size, some religious NGOs can have a far greater influence, the research suggests. Among the most active religious NGO groups are Catholics, Quakers and the Baha'i faith, which have some of the highest number of meetings with UN diplomats.
