Slavery reparations debate resurfaces in White House race

Washington (AFP) - In January 1865, as the US Civil War was drawing to a close, some freed slaves were promised "40 acres and a mule" to begin new lives.

The audacious experiment was fleeting -- repudiated within months by president Andrew Johnson, successor to the assassinated Abraham Lincoln, and the land returned to its former owners.

More than 150 years later, the question of whether the United States should provide compensation to African-Americans for past wrongs is still on the table.

Reparations for centuries of slavery and racial discrimination has emerged as a spirited topic of debate among the slew of candidates seeking to become the 2020 Democratic nominee for president.

Civil rights activist Jesse Jackson, during his failed 1988 White House bid, raised the controversial subject but it has never figured so prominently before in a presidential race.

Barack Obama, America's first black president, and 2016 Democratic nominee Hillary Clinton did not support compensation for the descendants of slaves.

Among the 2020 Democratic presidential candidates, Senator Elizabeth Warren and Julian Castro, the former mayor of San Antonio, have come out strongly in favor of reparations.

"America was founded on principles of liberty and freedom and on the backs of slave labor," Warren, a senator from Massachusetts, said recently at a CNN event in Jackson, Mississippi.

"This is a stain on America," Warren said. "I believe it's time to start the national, full-blown conversation about reparations in this country."

Castro, seeking to become the first US president of Hispanic origin, said he backed reparations while acknowledging there is a "tremendous amount of disagreement" on what they should be.

"If, under the Constitution, we compensate people because we take their property, why wouldn't you compensate people who actually were property?" he said.

'Injustice, cruelty, brutality'

Warren has thrown her support behind a bill in the US House of Representatives that would appoint a commission to examine the subject.

The bill, HR 40, calls for a panel "to address the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the United States and the 13 American colonies between 1619 and 1865."

The commission would "consider a national apology and proposal for reparations for the institution of slavery."

HR 40 -- so named for the unkept "40 acres and a mule" pledge -- was first introduced in the House three decades ago and has been resubmitted every year since, but has never reached the floor for a vote.

Senators Kamala Harris and Cory Booker, the two black candidates in the race, have also signaled support for reparations while former Texas congressman Beto O'Rourke has said there should be a "conversation" about the subject.

"We need to study the effects of generations of discrimination and institutional racism and determine what can be done, in terms of intervention, to correct course," Harris said on National Public Radio.

Marianne Williamson, a self-help author considered a long shot for the nomination, is the only Democratic candidate for the moment advocating direct payments to African-Americans.

Williamson has proposed creating a $200- $500 billion fund to do it -- a number that scholars of the subject have ridiculed as far too little. A more reasonable figure, they argue, would run into the trillions of dollars.

Two other Democratic hopefuls -- Vermont Senator Bernie Sanders and Minnesota Senator Amy Klobuchar -- have supported addressing racial inequality as part of their wider plans to reduce income disparity.

"I think right now our job is to address the crises facing the American people in our communities," Sanders said on ABC's "The View." "And I think there are better ways to do that than just writing out a check."

'Frightening'

Klobuchar said there was a need to "invest in those communities that have been so hurt by racism."

"That means looking at, for our whole economy, community college, one-year degrees, minimum wage, child care," she said on NBC's "Meet the Press." "It doesn't have to be a direct pay for each person."

Blacks are a key voting bloc for Democrats and their support is seen as essential to the candidate running against Republican President Donald Trump next year.

Fifty-two percent of the African-Americans surveyed in a 2015 CNN-Kaiser poll supported cash payments to the descendants of slaves.

But 89 percent of the white Americans polled opposed the idea.

Author Ta-Nehisi Coates, in a seminal 2014 article in The Atlantic called "The Case For Reparations," said the idea is "frightening" to many Americans "not simply because we might lack the ability to pay."

"The idea of reparations threatens something much deeper -— America's heritage, history, and standing in the world," Coates said.

"But I believe that wrestling publicly with these questions matters as much as -- if not more than -- the specific answers that might be produced," he said. "An America that asks what it owes its most vulnerable citizens is improved and humane."

The United States has handed out reparations in the past including to Japanese-Americans put in internment camps during World War II.

JERUSALEM (AFP) - Israeli archaeologists unveiled on Monday a 2,700-year-old clay seal imprinted with images and Hebrew words that may have belonged to a biblical governor of Jerusalem.

The round button-sized seal was found in a building in Jerusalem's Old City near the Western Wall and dates back to the 7th century BC, from the time of the First Jewish Temple, said the Israel Antiquities Authority.

The artefact bears an engraving showing two men wearing robes and facing each other in a mirror-like manner.

Below them is an inscription in ancient Hebrew that reads "to the governor of the city", or mayor.

"It's a very rare find," said Shlomit Weksler-Bdolah, excavator of the Western Wall plaza for the Israel Antiquities Authority.

"The find's great importance is that until now, we only know the expression of city governor (of Jerusalem) from the Bible," she told AFP.

"This is the first time we find it in the archaeological context, in an archaeological dig of a structure from the seventh century BC," she added.

The seal does not mention the name of the governor or the city of Jerusalem, but Weksler-Bdolah said she believed it referred to the Holy City.

She said a scientific examination of the seal would be conducted soon and was expected to corroborate its link to Jerusalem.

According to her, the seal was apparently attached to an object to be delivered to someone on behalf of the governor of the city.

News of the discovery comes as tensions swirl around Jerusalem after US President Donald Trump designated the city as Israel's capital.

Jerusalem's status is perhaps the most sensitive issue in the Israeli-Palestinian conflict.

Israel sees the entire city as its capital, while the Palestinians want the eastern sector as the capital of their future state.

Number one: They are indeed a weapon in a battle. There is a battle coming. "Kryon, does that mean there's going to be a war?" Potentially, yes. Right now we will tell you that the Middle East cooks itself. You've noticed, haven't you? What do you know about the Middle East, dear one? Let's start examining things for a moment. What energy did you grow up in? What was the energy of the Middle East? In the '40s, what was the energy? With the establishment of the state of Israel, you built a wall of hate, both sides. The wall was so thick that the children of both sides were taught to hate one another as soon as they were able to understand the language. They were told who their enemies were. Now, where were you then?

Some of you weren't here yet. By the time you arrived, in your youth, were you aware of the Middle East? Not particularly. "What's the hatred about?" you might ask. What if I told you it's about a family feud? Two sons of a Jewish master are involved. One founded the Arabs and one remained a Jew. They don't want to hear this, but they are all Jews. (Don't tell them this.)

If you look at the lineage, it's pretty obvious and yet it's a complete and total set-up for either solution or war. The set-up would have this world ending in a conflagration that would have been brought about by this hatred. That's in the prophecy of Nostradamus and your scripture, but it is no longer the prophecy of the planet. Yet the hatred still exists. The hatred is as great today as it was then, but where was all the terrorism 40 years ago? It was isolated.

Those in Israel and Palestine and surrounding areas took the brunt of it, but now it's seemingly everywhere - and you're worried. Why would this be? The answer is that the old energy was happy to have this hatred contained, for it would keep it going and never involve outsiders. Outsiders tend to bring unwanted light to the party. Suddenly, the whole earth is involved and can see the entire scenario before them. The old guard wants war, just like all the eons before them. The ones on the bridge are holding the light and showing the earth how to cross. Even many younger ones in Israel and Palestine and Iran are holding light! It's all around the old guard and they are furious, for they are losing the "battle of hatred." …”

US general: Escalating air war on IS not the answer

The US military's top officer has called for "strategic patience" in the fight against "Islamic State." Iraq wants the international community to use its air power to prevent the militants destroying priceless artifacts.

General Martin Dempsey on Sunday warned against stepping up bombing raids on "Islamic State" (IS) militants or deploying more American troops to Iraq.

During a visit to a French aircraft carrier in the northern Persian Gulf, Dempsey said such steps would be mistakes that could risk civilian casualties and play into the hands of IS propaganda.

"Carpet bombing through Iraq is not the answer," Dempsey, the chairman of the US Joint Chiefs of Staff, said alongside his French counterpart, General Pierre de Villiers, aboard the Charles de Gaulle.

"We have a responsibility to be very precise in the use of air power. And that means that it takes time," he said, adding that IS fighters had adapted since the US-led bombing began in Iraq in August.

"This is not an enemy that is sitting around in the open desert waiting for me to come find it," Dempsey said. "They did some of that in the beginning and paid the price. So the enemy has adapted and they have developed tactics and techniques that make them a little more difficult to find."

A US-led international coalition, made up of Western and Arab states, launched airstrikes against IS after the group's rapid seizure of territory in Iraq and Syria last summer. Since then, the extremists have become known for their brutal tactics - including kidnappings, mass killings, beheadings and the destruction of priceless historical artifacts.

France has provided air support to the coalition's operations against IS in Iraq since mid-September. The de Gaulle was deployed to the Persian Gulf on February 23. Up to 15 warplanes from the carrier conduct combat missions over Iraq every day, French officials said.

Cultural heritage under attack

Earlier Sunday, Iraq called for the international coalition to use its air power to help protect the country's archaeological sites from IS militants, who have so far destroyed priceless artifacts in Nimrud, Mosul, Hatra and Khorsabad.

"We request aerial support," said Iraq's tourism and antiquities minister, Adel Fahad al-Shershab. "The international community's slow action for protecting the Iraqi antiquities has sent a message, which has encouraged terrorists to commit more crimes."

During the course of the operation against IS, Washington has faced criticism from its Arab allies for being overly cautious in carrying out airstrikes. Speaking aboard the de Gaulle, Dempsey defended the pace of the military campaign, saying bombing was only part of the strategy and that much depended on the strength of the Iraqi army and the Iraqi government's efforts to include disaffected Sunnis.

"I do think it's going to require some strategic patience," he said.

"We've got trainers and advisers that are waiting for some of the Iraqi units to show up. And when they've shown up, a handful of them, they've shown up under strength and sometimes without the proper equipment. The Iraqi government can actually fix that themselves."

General de Villiers said the US-led coalition faced a paradox because there was a desire for "quick results," but the Iraqi army had to be rebuilt before it could take back territory from the extremists.

Dempsey is expected to travel next to Iraq to discuss the campaign with government leaders and US military officials.

“ .. Do Not Despair

There's too much information to give you in one channelling, in one sitting, so I refer to past messages for you to better understand and reference the information in order to get the bigger picture. So I wish to remind you of something I also told you in a recent channelling called Do Not Despair. You're winning! It's because you're winning that the dark consciousness on this planet is feeling it, and the humanity that represents darkness is pulling out everything it has to survive.

It Has Always Been There

Let's look at it, because it's all over the news. Are you shocked at the sudden existence of the organization that will remain unnamed [for this channelling]? Where did it come from? How could it be so organized? How could it be so well funded? This organization could have its own country soon! They might as well name it, “The Old Energy Dark Country”, for that's what it will represent.

The barbaric past of humanity comes forward to show its face. It has always been there, hiding under the rocks and between the cracks of civilized humanity. It couldn't show itself until now, but now it has to. It's ugly and it's not for the faint at heart, is it, dear ones? Seeing evil personified in Human action is abhorrent. It is so ugly and so dark that you cannot look upon it with a gentle heart. God is not a part of it and this is obvious.

You're winning! Light is winning! The uprising of dark consciousness would not have shown itself with this strength, or this quickly, if this were not so. This is exactly what I told you to look for, and it is proof that those representing this dark consciousness are in trouble. Dear ones, dark consciousness has always had a tried-and-true system. It lurks in the shadows and influences all the power places of the planet - government, commerce, finance. Suddenly, it can't hide there as well anymore and it's out in the open.

Where is the funding coming from? It is coming from a storehouse that has always been there, dear ones. It uses income that has been generated from low consciousness acts, collected for a very long time. Funding didn't just appear. It has been stored, waiting to be used in order to spread fear and darkness to save what they believe is their way.

Who Will Win?

Dear ones, they haven't got a chance! But it looks like they do, doesn't it? Everything that they are doing is calculated to scare you into submission. Are they winning? Now, that's a question I want you to take from here and examine every day.

Fear is black. If you're in fear, there is no light. You can be the grandest Lightworker, or even be the channeller, but if you're in fear, it doesn't matter how many years you've done light work, or how much light you've accumulated personally. It all goes away with fear, and then they've won the battle for your mind. Do you understand this?

The Strength of the Old Soul - YOU

Old souls, Lightworkers reading this, the experiences you have had over lifetimes and lifetimes are incredible! The old soul knows fear. I don't want to be too graphic, but I want you to understand! What was it like when you put your head in the guillotine because you talked about God in a way that was inappropriate? What was it like to be bound hand and foot when they lit the match at your feet? Old soul, that's fear! You carry those experiences in your Akash.

I want to tell you they haven't got a chance to scare you! You absolutely know what fear is, and they haven't got a chance as long as you cling to that part of you that is the strength of God. You've been through it all. That means you've got the weapons of truth, wisdom and light. Don't forget it. Don't forget who you are!

Do you see how fast they assembled? It seemed like only yesterday that there was no organization at all. Where did they come from? Have you noticed a certain hesitancy to fight them? Why is it that the citizens of the lands that they are invading are hesitant to fight them? Instead, these leaders are calling on others to help. Why is it that the others are also hesitant? I want to show you that there are some anomalies of logic that are not making sense, because this is a battle you have never seen before on this planet. We've expected it, but you haven't. It's about consciousness, not land or resources.

How to Win?

We gave you the secret before of how to defeat them without taking even one life: Simply take away their funding. They cannot exist without their funding. The funding has to be organized, stored, and distributed. It has to be generated in such a way that it must also go through institutions. Did you hear that? All you have to do is stop the system. Winning won't be done with bombing. It's going to be done with intelligence, clever thinking and financial forensics. It's time to get smart on some of these things and not to be afraid to look at this puzzle differently than you have before. Do not apply the energy they are using in order to fight them, because you won't win. Figure it out. It's the last bastion of organized darkness and evil thinking on this planet coming together to try to survive the assault of your light. Don't be afraid to look at the funding trail, no matter where it takes you.

Fear is Their Weapon

I want you to know something as you look at your news. It may appear that you are unable to stop them. In many places, they will gain strength as they create fear. The fear is easily created in those who are not old souls and who don't know fear like you do and who don't have the armor of your spiritual experiences. This puts you in the front line, dear one. Did you realize that? But you don't have to go fight them on their terms. All you have to do is broadcast light. High consciousness will beat fear any day.. .”

UN takes aim at Islamic State financing from oil, antiquities

United Nations (United States) (AFP) - The UN Security Council on Thursday unanimously adopted a resolution aimed at choking off millions of dollars in earnings from oil smuggling, antiquities trafficking and ransom payments to the Islamic State group.

The resolution was co-sponsored by more than 35 countries in a show of international resolve to confront the threat posed by the jihadists who overran parts of Syria and Iraq nearly a year ago.

The measure calls for sanctions against individuals and entities that trade in oil with IS and Al-Qaeda affiliates such as the Al-Nusra Front in Syria.

It urges all 193 countries of the United Nations to take "appropriate steps" to prevent the trade in cultural property from Iraq and Syria.

The resolution reminds governments worldwide that they must "prevent terrorists from benefiting directly or indirectly from ransom payments or political concessions" to secure the release of hostages.

That provision was directed at European governments which are suspected of circumventing the ban on paying ransoms to win the release of captive nationals.

Drafted under chapter 7 of the UN charter, the resolution can be enforced through sanctions or use of force, even though the text does not authorize military force.

Russia drafted the initial text which focussed heavily on oil smuggling, but its scope was broadened in discussions to include other revenue streams.

US Ambassador Samantha Power described the resolution as "robust" and said it provided governments worldwide with "clear practical instructions" on preventing oil smuggling.

The measure encourages countries to step up their efforts to disrupt the movement of oil tankers and other vehicles carrying smuggled oil and to report to a UN sanctions committee on any seizures of banned shipments.

The resolution would put fresh pressure on Turkey, seen as a transit point for oil deliveries, with trucks often returning to Iraq or Syria with refined products.

Millions from oil sales

It specifies that all governments must report on the measures they are taking to clamp down on oil smuggling and other sources of IS financing within 120 days.

A report by the UN's Al-Qaeda monitoring team released in November estimated that the jihadists earn $850,000 to $1.65 million per day from oil sales.

US officials, however, now say that oil is no longer the main source of revenue for IS.

The council in August adopted a resolution to cut off sources of financing and the flow of foreign fighters to Iraq and Syria, warning countries that trade in oil with the Islamists could lead to sanctions.

Iraq's ambassador to the United Nations, Mohamed Ali Alhakim, told AFP the fall of Mosul to IS fighters last year had generated a revenue boon for the Islamists from the looting of art and archeological treasures.

"Mosul is a historic city, the University of Mosul is one of the oldest. It has art and treasures and these were all stolen," said Alhakim.

"They are not only looting, they are chopping down walls" of ancient buildings, he told AFP.

A ban on looted antiquities in Iraq was already in force, and has been expanded to Syria under the resolution.

The UN measure has the potential to upset links between the jihadists and organized crime rings operating in eastern Europe, Turkey and Jordan, he said.

The resolution came before the council after President Barak Obama asked Congress to grant him war powers against IS and after Jordan stepped up its role in the US-led coalition in response to the gruesome murder of one of its pilots at the hands of the jihadists.

Paris (AFP) - An auction on Monday of sacred masks and objects in France has stirred fresh anger among Native Americans, with representatives of the Navajo people travelling to Paris to try and halt the latest sale.

The Eve auction house has 270 Native American, Eskimo and pre-Colombian artefacts going under the hammer and the United States embassy has stepped in, urging a stop to the sale of items cherished by the Navajo and Hopi people.

The sale is the fourth since 2013 that the southwestern Hopi people have tried to block of ceremonial masks and headdresses they consider to embody living spirits.

All previous legal efforts to halt such auctions have failed, although a US foundation last year bought 21 of the masks at a Paris auction to return them to the Hopi people.

A delegation from the Navajo nation led by the tribe's vice-president Rex Lee Jim is in Paris to try and block the sale of eight sacred masks.

"Several representatives came to pray and gather in front of the objects on Saturday," said Eve auctioneer Alain Leroy.

Meanwhile the Hopi have identified over 40 sacred objects up for auction, according to diplomatic sources.

The Hopi tribe and the native peoples defence group Survival International asked a court on Friday to order the release of the sellers' identities.

While the sale of sacred Indian artefacts has been outlawed in the United States since 1990 -- legislation which has allowed the tribe to recover items held by American museums in the past -- the law does not extend to sales overseas.

A letter to the Eve auction house on Friday from Jane Hartley, the US ambassador to France, called for the objects to be pulled from bidding while the Hopi and Navajo tribes "determine if they have recourse to seek their return".

US calls for dialogue

The embassy called for dialogue between the auction house and the tribes.

However the Board of Voluntary Sales "declared this auction legal," said Leroy.

"We have no intention of divulging the name of the sellers or the buyers of the masks. That stays in the private domain."

He said it was legal to own, collect and sell the colourful masks and statuettes.

"This sale is not scandalous because it is not forbidden."

However, images of the masks claimed by the Navajo were no longer available on the auction house website on the eve of the sale.

In April last year, the sale of some 70 Hopi masks fetched around 930,000 euros ($1.2 million) despite international appeals to halt the auction, decried as a sacrilege by activists including Hollywood legend Robert Redford.

Brightly-coloured, intricate "Kachina" dolls and masks or headdresses are valued at thousands of euros.

One of the jewels of the collection is a 40cm-high double mask resembling two bird's heads stacked upon one another valued at up to 60,000 euros.

The 18,000-strong Hopi tribe of Arizona uses the masks in highly-private religious ceremonies where they are worn by dancers.

The Navajo are the largest recognised tribe in the US, and count some 200,000 people living in Arizona, New Mexico, Utah and Colorado.
