The Declaration of Human Freedom

Every being is a divine and eternal soul living in a temporal body. Every being was alive before birth and will live after death.

Every soul enters into physical life for the purpose of experience and education, that it may, in the course of many lifetimes, learn its true identity as a fragment of the Divine.

Life itself is a constant process of spiritual evolution and unfoldment, based on free choice, that continues until such time as we realize our true nature and return to the Divine from which we came.

No soul enters life to serve another, except by choice, but to serve its own purpose and that of the Divine from which it came.

All life is governed by natural and universal laws which precede and outweigh the laws of humanity. These laws, such as the law of karma, the law of attraction, and the law of free will, are decreed by God to order existence and assist each person to achieve life’s purpose.

No government can or should survive that derives its existence from the enforced submission of its people or that denies its people their basic rights and freedoms.

Life is a movement from one existence to another, in varied venues throughout the universe and in other universes and dimensions of existence. We are not alone in the universe but share it with other civilizations, most of them peace-loving, many of whom are more advanced than we are, some of whom can be seen with our eyes and some of whom cannot.

The evidence of our five senses is not the final arbiter of existence. Humans are spiritual as well as physical entities and the spiritual side of life transcends the physical. God is a Spirit and the final touchstone of God’s Truth is not physical but spiritual. The Truth is to be found within.

God is one and, because of this, souls are one. They form a unity. They are meant to live in peace and harmony together in a “common unity” or community. The use of force to settle affairs runs contrary to natural law. Every person should have the right to conduct his or her own affairs without force, as long as his or her choices do not harm another.

No person shall be forced into marriage against his or her will. No woman shall be forced to bear or not bear children, against her will. No person shall be forced to hold or not hold views or worship in a manner contrary to his or her choice. Nothing vital to existence shall be withheld from another if it is within the community’s power to give.

Every person shall retain the ability to think, speak, and act as they choose, as long as they not harm another. Every person has the right to choose, study and practice the education and career of their choice without interference, provided they not harm another.

No one has the right to kill another. No one has the right to steal from another. No one has the right to force himself or herself upon another in any way.

Any government that harms its citizens, deprives them of their property or rights without their consent, or makes offensive war upon its neighbors, no matter how it misrepresents the situation, has lost its legitimacy. No government may govern without the consent of its people. All governments are tasked with seeing to the wellbeing of their citizens. Any government which forces its citizens to see to its own wellbeing without attending to theirs has lost its legitimacy.

Men and women are meant to live fulfilling lives, free of want, wherever they wish and under the conditions they desire, providing their choices do not harm another and are humanly attainable.

Children are meant to live lives under the beneficent protection of all, free of exploitation, with unhindered access to the necessities of life, education, and health care.

All forms of exploitation, oppression, and persecution run counter to universal and natural law. All disagreements are meant to be resolved amicably.

Any human law that runs counter to natural and universal law is invalid and should not survive. The enactment or enforcement of human law that runs counter to natural and universal law brings consequences that cannot be escaped, in this life or another. While one may escape temporal justice, one does not escape divine justice.

All outcomes are to the greater glory of God and to God do we look for the fulfillment of our needs and for love, peace, and wisdom. So let it be. Aum/Amen.

… The Shift in Human Nature

You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …

Israel and UAE to normalise ties in 'historic' US-brokered deal

Israel and the UAE agreed Thursday to normalise ties in a landmark US-brokered deal, only the third such accord the Jewish state has struck with an Arab nation, in which it pledged to suspend annexation of Palestinian lands.

The bombshell news was broken by US President Donald Trump, in a tweet hailing a "HUGE breakthrough" and a "Historic Peace Agreement between our two GREAT friends".

Establishing diplomatic ties between Israel and Washington's Middle East allies, including the oil-rich Gulf monarchies, has been central to Trump's regional strategy to contain Iran, also an arch-foe of Israel.

Israeli Prime Minister Benjamin Netanyahu said it was a "historic day" and would launch a "new era" for the Arab world and Israel.

The Palestinians strongly rejected the deal, calling it a "betrayal" of their cause, including their claim to Jerusalem as the capital of their future state.

They also announced they were withdrawing their ambassador from the Emirates, and demanded an emergency Arab League meeting.

Palestinian Islamist group Hamas, which runs the coastal Gaza Strip, quickly said the agreement "does not serve the Palestinian cause".

A joint statement by Trump, Netanyahu and UAE's leader Sheikh Mohamed bin Zayed Al-Nahyan announced that they had "agreed to the full normalisation of relations between Israel and the United Arab Emirates".

It added that Israel would "suspend declaring sovereignty" over occupied Palestinian West Bank areas -- an idea proposed in Trump's controversial earlier plan to resolve the conflict.

Sheikh Mohamed quickly stressed in a tweet that "during a call with President Trump and Prime Minister Netanyahu, an agreement was reached to stop further Israeli annexation of Palestinian territories".

But Netanyahu said shortly afterwards in a national television address that he had only agreed to delay, not cancel, the annexations, that the plans remained "on the table" and that he would "never give up our rights to our land".

The controversial Trump plan, unveiled in January, had offered a path for Israel to annex territory and Jewish West Bank settlements, communities considered illegal under international law.

The Palestinians rejected it outright as biased and untenable, as did Israel's Arab neighbours, and it sparked fears of further escalation in a tense region.

'Things are happening'

Israel has had difficult relations and several wars with its Muslim and Arab neighbours since its founding in 1948, with most states ruling out relations until the Israeli-Palestinian dispute is resolved.

Thursday's deal would make the UAE only the third Arab country to establish formal diplomatic ties with Israel, after its peace deals with former enemies Egypt and Jordan.

President Abdel Fattah al-Sisi of Egypt, which signed a treaty with Israel in 1979 to opposition from across the Arab world, praised the deal on "the halt of Israel's annexation of Palestinian land," and said he hoped it would bring "peace".

The deal marks a major foreign policy achievement for Trump as he heads into a difficult campaign for re-election in November.

His presumptive Democratic challenger for the presidency Joe Biden welcomed the "historic" agreement and called the UAE's move a "badly-needed act of statesmanship".

Trump hinted to reporters that more diplomatic breakthroughs between Israel and Arab countries in the region were expected, but gave no further details.

"Things are happening that I can't talk about," he said.

US Secretary of State Mike Pompeo described it as "a historic day and a significant step forward for peace in the Middle East".

"The United States hopes that this brave step will be the first in a series of agreements that ends 72 years of hostilities in the region," Pompeo said, adding that the formal agreement would be signed at the White House at a future date.

Richard Haass, president of the Council on Foreign Relations, told AFP the deal was "a milestone in Arab acceptance of Israel in the region".

It was also be "a brake on annexation, which would jeopardise Israel's peace with Jordan and Israel's own future as a Jewish, democratic state", he said. 

'Annexation trap'

Israeli and UAE delegations will meet in the coming weeks to discuss investment, tourism, direct flights, security and the establishment of embassies, they said.

The trio were confident of further similar deals with other countries, their statement added.

The UAE's minister of state for foreign affairs Anwar Gargash told a media briefing that "most countries will see this as a bold step to secure a two-state solution, allowing time for negotiations".

Hours after the deal was announced, the Emirati flag was projected onto Tel Aviv's town hall.

Aaron David Miller, a veteran US negotiator on the Middle East peace process and analyst at the Carnegie Endowment for International Peace, called the deal a "win for all".

"(The) UAE says it's prevented annexation; US prevents annexation too and gets big breakthrough and Netanyahu gets enormous win and off hook from the annexation trap," he tweeted.

I want to honor Abraham [Abram], born in Ur, which is now part of modern Iraq, and I want to honor his sons, not all born of Sara. The one I wish to speak of is Ishmael. Abraham is Jewish... the great Jewish prophet. Ishmael is his son. There's no way that you could say Ishmael was not Jewish, and he is even to this day. Ishmael was born in Hebron. So in addition, he is very Israeli. Ishmael is a Jew.

Now some would argue, due to how the Jewish lineage is computed by men [mother's side]. But Spirit looks at the DNA and the Akashic lineage, so spiritually, Ishmael is a Jew. He came in to be part of the lineage of the Jews.

He fell from favor even with the Jewish people early on for political reasons. Then Ishmael went on to become that which is the ancestor of all Arabs... the father of Arabia. Therefore, you could say that the Arabs are with Jewish blood, that of Abraham flowing through them. But early on, the Jews cast Ishmael out. So although you have the one God and monotheism, and you have the principle of the love of God and the unity of God, there was a split. The truth was mixed with untruths and, even to this day, there would be a billion Human Beings who would say it was Ishmael and not Isaac who was almost sacrificed at the Temple Mount. They would also say that he is not a Jew.

So what is the truth here? Human Beings were not built to unify. In an older energy on the planet from those days, and even the days that you were born in, the energy laid upon you is for you to separate, not unify. And that is why we call it the old energy. Oh, they were wise men and women who knew better, but it is the old energy that separates and divides, and it is the old energy that has created the divisions of hatred within millions of those who are actually "all Jews."

Muhammad's Beautiful Message of Unity

Let me tell you about Muhammad, the prophet. Muhammad is of the lineage of Ishmael, who is of the lineage of Abraham. Therefore, Muhammad had Jewish blood, so that was his lineage but not necessarily his culture. But his Akashic lineage was from Abraham. [Abraham is the founder of Islam, according to the Quran.]

Muhammad had a beautiful meeting, more than one, with an angelic presence. The angels talked to humanity back then in basic 3D ways. But how many of you have put together that most of the angels in that time who spoke to Human Beings talked to those of Jewish lineage? Like Muhammad, like Moses, like Jesus, like Abraham. For this was part of a set-up of history, part of what makes the Jewish lineage important to the core Akash of humanity, and we have spoken before, "As go the Jews, go Earth." Indeed, there is something there to look at which is important, and it is going to change soon. For in our eyes, the "Jews" are all those in the Middle East.

Muhammad's information from the angel was this: "Unify the Arabs and give them the God of Israel." And he did! The information he had was beautiful and was written down later for his followers. It was all about the incredible love of God and the unity of man. Muhammad the prophet was a unifier, not a separatist.

Long before Muhammad, there came Jesus - Jesus the Jew. He became responsible for what you would call Christianity today. All of his disciples were Jewish. The Rock, Peter the fisherman, who started the Christian church, was Jewish. And we tell you these things to remind you that there's a unity here. Perhaps there is a reason, dear ones, why the 12 layers of DNA have Hebrew names? Indeed, it's in honor of the masters and the lineage, including that of Muhammad, of Ishmael, of Isaac, of Abraham and of Jesus. All of them, part of the original spiritual language [Hebrew].

"Oh," you might say, "there was Sumerian and before that there was Lemurian. There was Sanskrit and Tamil, and many other older languages." Correct, but we're speaking of a language of today - one that you can relate to, that has power, and that is spoken today by the pure lineage of the masters who walked the planet.

So what did humanity do with all this? What did they do with all this sacred information from these Jewish masters? They went to war, because Humans separate things. They don't put them together. So here we are with one beautiful God, creator of all there is, and millions who believe that very thing, yet they are going to war with each other over ideology about what God said, which prophet was best, and which group is in God's favor. That's ancient history, thousands of years old. But it shows exactly what the old energy is all about. ..."

Israel blasts UN list of settlement-linked firms

Jerusalem (AFP) - Israel on Wednesday rejected as "shameful" the UN's publication of a list of 112 companies that do business in its settlements, while the Palestinians cheered its long-delayed release as a "victory for international law".

The list published by the United Nations' human rights office includes a range of large international firms including Airbnb, TripAdvisor, Booking.com and Motorola Solutions.

Prime Minister Benjamin Netanyahu hinted at retaliation.

"Whoever boycotts us will be boycotted," a statement from his office quoted him as saying.

"We strongly reject this contemptible effort."

Foreign Minister Israel Katz labelled the move "a shameful surrender to pressure from countries and organisations who want to harm Israel."

He noted that multiple countries had expressed concern about the list, produced by the office of UN rights chief Michelle Bachelet on a mandate from a 2016 Human Rights Council resolution.

The Boycott, Divestment and Sanctions (BDS) movement, which advocates a wide-ranging embargo of Israel over its treatment of the Palestinians, welcomed the list.

"The publication of this database is a very significant first concrete step by any UN entity towards holding to account Israeli and international corporations that enable and profit from Israel's illegal settlements, which constitute a war crime," it said in a statement.

But it said the database was incomplete and called for all companies with a role in Israel's "apartheid regime" and "grave violations of Palestinian rights under international law" to be included.

Palestinian foreign minister Riyad al-Malki applauded the publication as a "victory for international law and diplomatic efforts."

Chief negotiator Saeb Erekat called the long-delayed report a "crucial first step to restore hope in multilateralism and international law."

"This announcement enhances and consolidates the credibility of the Human Rights Council and international organisations in the face of the fierce attack and the intense pressure that the Trump administration places on these institutions," Erekat added.

US President Donald Trump, a close ally of Israel's rightwing government, reportedly pressed the UN to shelve the report.

About 600,000 Israelis live in Jewish settlements in the occupied Palestinian territories, which are considered illegal under international law.

The Yesha Council which represents settlers said the list showed the UN had "once again proven to be a biased, non-neutral body that acts against the State of Israel".

Israeli officials have voiced concern that the UN list would be used to justify a large-scale boycott of the country's private sector.

They have also more broadly questioned the legitimacy of the Human Rights Council.

Israel is the only country subject to a dedicated agenda item at the Council, meaning the Jewish state's conduct is automatically discussed at each session.

The United States, which no longer considers settlements illegal, has withdrawn from the council, in part over its treatment of Israel.

EU court says Israel settlement goods must be labelled

Brussels (AFP) - The EU's top court ruled Tuesday that food products from occupied Palestinian territories must be labelled as such, drawing an angry response from Israel which slammed a "double standard".

The European Court of Justice said that under EU rules on food labelling, it must be clear where products are from -- particularly if they come from Israeli settlements.

That way, it said, consumers can make choices based on "ethical considerations and considerations relating to the observance of international law".

The ECJ ruling effectively backs the EU guidelines issued in 2015 on labelling goods from Israeli-occupied areas, which also prompted a furious response. At the time, Prime Minister Benjamin Netanyahu compared them to the Nazi boycott of Jewish businesses.

The Luxembourg-based court ruled after France's top tribunal asked for clarification of rules on labelling goods from the West Bank, including annexed east Jerusalem, which the international community considers occupied Palestinian land, as well as the Golan Heights, which Israel took from Syria in 1967.

"Foodstuffs originating in the territories occupied by the State of Israel must bear the indication of their territory of origin, accompanied, where those foodstuffs come from an Israeli settlement within that territory, by the indication of that provenance," said an ECJ statement announcing its decision.

France published guidelines in 2016 saying products from Israeli settlements in the West Bank and Golan Heights must carry labels making their precise origin clear.

This was challenged by the Organisation Juive Europeene (European Jewish Organisation) and Psagot, a company that runs vineyards in occupied territories.

Israel's foreign ministry issued a statement Tuesday saying it "strongly rejects" the ruling.

"The ruling's entire objective is to single out and apply a double standard against Israel," it said.

"There are over 200 ongoing territorial disputes across the world, yet the (European Court of Justice) has not rendered a single ruling related to the labelling of products originating from these territories."

But a spokeswoman for the European Commission, the EU's executive arm, insisted the ruling "does not concern products from Israel itself". It would not affect the privileged trading status the Jewish state has under its association agreement with the bloc, she added.

"The EU does not support any form of boycott or sanctions against Israel and the EU rejects attempts by the campaigns of the so-called Boycott, Divestment, Sanctions (BDS) movement to isolate Israel," spokeswoman Mina Andreeva said.

Elsewhere, the secretary general of the Palestine Liberation Organisation, Saeb Erekat, welcomed the ruling but urged the EU to go further.

"Our demand is not only for the correct labelling reflecting the certificate of origin of products coming from illegal colonial settlements, but for the banning of those products from international markets."

'Ethical considerations'

The court said that labelling products as from the "State of Israel" when in fact they come from "territories... occupied by that State" could mislead consumers.

The court added that EU regulations on labelling the origin of goods were intended to allow consumers to make "informed choices" -- not just on health, economic, environmental and social grounds, "but also to ethical considerations and considerations relating to the observance of international law".

"Such considerations could influence consumers' purchasing decisions," the ECJ said.

On the issue of Israeli settlements, the court said "they give concrete expression to a policy of population transfer conducted by that State outside its territory, in violation of the rules of general international humanitarian law".

Consumers might be misled if it was not made clear that products originated in these settlements, the court added.

But Francois-Henri Briard, the lawyer for Psagot, condemned the ruling, saying it catered to "political prejudices".

"If such labelling is applied to Israeli products, surely it will also need to be applied to scores of other countries around the world who could be argued to be in violation of international law," he said in a statement.

Francois Kalifat of the CRIF umbrella association of French Jewish groups called the ruling "discriminatory and intolerable".

He said it would strengthen the BDS movement, which calls for a broad-ranging boycott of Israel over its treatment of the Palestinians.

Israeli minister seeks 'non-aggression' pacts with Gulf Arab nations

Jerusalem (AFP) - Israeli Foreign Minister Israel Katz said Sunday he was seeking "non-aggression" agreements with Gulf Arab nations that do not formally recognise the country as a prelude to possible future peace deals.

Details of the proposal were not made public, but it was the latest sign of Israel's push to improve ties with Gulf Arab nations with whom it has no formal diplomatic relations.

Israel's occupation of Palestinian territory has long served as a major factor preventing peace deals with Arab countries, but common concerns over Iran are widely seen as having brought them closer in recent years.

"Recently, I have been promoting, under the backing of the United States, a political initiative to sign 'non-aggression agreements' with the Arab Gulf states," Katz wrote on Twitter.

"The historic move will put an end to the conflict and allow civilian cooperation until peace agreements are signed."

Katz said he discussed the initiative with unnamed Arab foreign ministers and US President Donald Trump's outgoing envoy Jason Greenblatt while attending the UN General Assembly in late September.

A spokesman for Katz declined to provide further details for now, and it was not clear how much progress he has made in the endeavour.

Only two Arab countries -- Jordan and Egypt -- have peace treaties with Israel, but there have been overt signs in recent months of improved relations with Gulf nations.

A year ago, Israeli Prime Minister Benjamin Netanyahu held surprise talks with Oman's Sultan Qaboos in Muscat.

Katz in July said he had met his Bahraini counterpart publicly for the first time during a visit to Washington.

In late June, a group of Israeli journalists attended the US-led economic conference on Israeli-Palestinian peace in Bahrain.

All did not go well, however, when a group of invitees from Arab states visited Israel in July.

Palestinians hurled abuse and chairs at a member of the delegation -- a Saudi blogger -- as he visited east Jerusalem's Old City.

East Jerusalem was occupied by Israel in the 1967 Six-Day War and later annexed in a move never recognised by the international community.

Israel sees the entire city as its capital, while the Palestinians see the eastern sector as the capital of their future state.

What if I told you it's about a family feud? Two sons of a Jewish master are involved. One founded the Arabs and one remained a Jew. They don't want to hear this, but they are all Jews. If you look at the lineage, it's pretty obvious and yet it's a complete and total set-up for either solution or war. The set-up would have this world ending in a conflagration that would have been brought about by this hatred. That's in the prophecy of Nostradamus and your scripture, but it is no longer the prophecy of the planet. Yet the hatred still exists. The hatred is as great today as it was then, but where was all the terrorism 40 years ago? It was isolated.

Those in Israel and Palestine and surrounding areas took the brunt of it, but now it's seemingly everywhere - and you're worried. Why would this be? The answer is that the old energy was happy to have this hatred contained, for it would keep it going and never involve outsiders. Outsiders tend to bring unwanted light to the party. Suddenly, the whole earth is involved and can see the entire scenario before them. The old guard wants war, just like all the eons before them. The ones on the bridge are holding the light and showing the earth how to cross. Even many younger ones in Israel and Palestine and Iran are holding light! It's all around the old guard and they are furious, for they are losing the "battle of hatred." …

Report alleges ethical abuses at UN agency for Palestinians

Ramallah (Palestinian Territories) (AFP) - An internal ethics report has alleged mismanagement and abuses of authority at the highest levels of the UN agency for Palestinian refugees even as the organisation faced an unprecedented crisis after US funding cuts.

The allegations included in the confidential report by the agency's ethics department are now being scrutinised by UN investigators.

The United Nations Relief and Works Agency (UNRWA) said it is cooperating fully with the investigation and that it cannot comment in detail because the probe is ongoing.

AFP has obtained a copy of the report which describes "credible and corroborated" allegations of serious ethical abuses, including involving UNRWA's top official, Commissioner-General Pierre Krahenbuhl.

It says the allegations include senior management engaging in "sexual misconduct, nepotism, retaliation, discrimination and other abuses of authority, for personal gain, to suppress legitimate dissent, and to otherwise achieve their personal objectives."

One senior official named in the report has left the organisation due to "inappropriate behaviour" linked to the investigation, UNRWA said, while another has resigned for what the agency called "personal reasons."

UNRWA said in response to AFP questions that it "is probably among the most scrutinised UN agencies in view of the nature of the conflict and complex and politicised environment it is working in."

"Over the past 18 months, UNRWA has faced immense financial and political pressure, but its entire staff body has steered it, serving 5.4 million Palestine refugees through the most unprecedented financial crisis in its near 70 years of history," it said.

The report was sent to the United Nations secretary general in December and UN investigators have since visited UNRWA's offices in Jerusalem and Amman, collecting information related to the allegations, sources familiar with the matter said.

Krahenbuhl said in a statement to AFP that "if the current investigation... were to present findings that require corrective measures or other management actions, we will not hesitate to take them."

'Nepotism'

UNRWA was set up in the years after more than 700,000 Palestinians were expelled or fled their lands during the 1948 war surrounding the creation of Israel.

It provides vital schooling and medical services to millions of impoverished refugees in Lebanon, Jordan, Syria and the Palestinian territories.

It employs around 30,000 people, mostly Palestinians, and its UN mandate is set to be debated later this year.

The report paints a picture of a small number of mostly foreign senior leaders centralising power and influence while disregarding UN checks and balances.

Krahenbuhl himself is alleged to have been romantically involved with a colleague who was appointed in 2015 to a newly created role of senior advisor to the commissioner-general after an "extreme fast-track" process, the report says.

This enabled her to join him on business class flights across the globe, the report claims.

In 2018 the United States suspended and later cut all funding for UNRWA, causing a financial crisis that threatened to see its schools and hospitals closed.

US President Donald Trump's administration, along with Israel, accuses UNRWA of perpetuating the Israeli-Palestinian conflict.

The agency disputes that and says the services it provides would otherwise not be available to Palestinians.

Trump's Middle East envoy Jason Greenblatt said Monday that he was "extremely concerned" about allegations against UNRWA and demanded a full UN probe.

"UNRWA's model is broken/unsustainable & based on an endless expanding # of beneficiaries," he wrote on Twitter.

After the crisis began, Krahenbuhl established a fund-raising unit outside of the traditional mechanisms but it "reportedly raised only modest amounts," the report says.

At the same time, it enabled him to continue travelling with his partner, it says.

Separately, a Krahenbuhl deputy is accused of manipulating the system to find a well-paid job for her husband during the 2018 financial crisis.

Her management style is alleged to have included bullying, cutting those she disliked out of decision-making and avoiding checks and balances, it says.

The deputy left UNRWA last Thursday for what the agency said was "personal reasons".

She could not be reached for comment.

Another senior official is described in the report as bullying staff and acting like a "gangster" and a "thug".

UNRWA said the official was recently "separated from the agency as a result of inappropriate behaviour" linked to the investigation.

He could not be reached for comment.

'Warnings ignored'

A senior UNRWA staffer was fired in early July after what she said was several years of trying to raise ethical concerns.

UNRWA said she was "separated" following a different investigation unrelated to the internal report, calling it a "stand-alone case of misconduct".

She claimed she was fired for retaliation and is appealing.

Documents seen by AFP show multiple times she raised concerns over potential mismanagement, including employees allegedly being promoted beyond their qualifications and supposed nepotism.

She told AFP she met directly with Krahenbuhl, but nothing was done.

"Most of the time it felt like working for a private company not the United Nations where we are supposed to comply with strict rules and regulations", she said.

Oman calls on Arabs to ease Israel's 'fears for its future'

Suweimeh (Jordan) (AFP) - A top Omani government official on Saturday said Arabs must take initiatives to make Israel overcome "fears for its future" in the region, drawing criticism from Jordan.

The remarks by Yusuf bin Alawi bin Abdullah, the minister responsible for foreign affairs in Oman, came on the sidelines of the World Economic Forum hosted by Jordan on the shores of the Dead Sea.

"The West has offered Israel political, economic and military support and it now holds all the means of power... but despite that it fears for its future as a non-Arab country surrounded by 400 million Arabs," he said.

"I believe that we Arabs must be able to look into this issue and try to ease those fears that Israel has through initiatives and real deals between us and Israel," he told a panel discussing geopolitics.

The panel's moderator, journalist Hadley Gamble, interrupted him to ask if the best solution to the decades-long Israeli-Palestinian conflict is "recognising Israel and its right to exist".

The minister said no.

"Not recognising, but we want them themselves to feel that there are no threats to their future."

Jordanian Foreign Minister Ayman Safadi, whose country is the only Arab nation along with Egypt to have a peace treaty with Israel, dismissed the remarks saying "the issue is that there is an occupation" of Arab land.

"The Arab world has recognised Israel's right to exist. The Palestinians themselves recognised the Israeli right to exist... that is not the issue," Safadi told the panel.

"The issue is that there is an occupation. Is this occupation going to end or not?

Israel, Safadi said, must "withdraw from Arab lands occupied since 1967 and allow" the creation of a Palestinian state. "This is the issue," he said.

"If they (Israel) say they are not comfortable, that is not my problem," said Safadi.

"The problem is not with Arabs giving assurances... the problem is with Israel doing what is right for peace," he added.

"Israel... is not doing the right thing. Actually it is doing more of the wrong things by suffocating Palestinians," the Jordanian foreign minister said, referring to the Israeli-blockaded Gaza Strip.

"Gaza, is probably as you heard many times, the world's largest prison," he added.

In recent months, Israel has been courting Gulf Arab states.

In February, Israeli Prime Minister Benjamin Netanyahu met one-on-one with Bin Alawi at an international conference in Warsaw, attended by officials from Saudi Arabia, Bahrain and the United Arab Emirates.

In October last year, Netanyahu held surprise talks with Oman's Sultan Qaboos in Muscat -- raising Palestinian fears of a normalisation of ties.

Last year Bin Alawi told a regional conference in Bahrain it might be "time for Israel to be treated the same (as states in the Middle East) and also bear the same obligations".

Bahrain endorsed the remarks which at the time were said to be aimed at moving the Israeli-Palestinian "narrative from intractability to a new focus of pragmatism".
