Canada remembers horrors inflicted on indigenous peoples

Canada on Thursday commemorated a century of injustices against its indigenous populations in the first ever National Day of Truth and Reconciliation, following shocking discoveries of hundreds of unmarked graves at former indigenous residential schools. 

"It is a day to reflect. It is a day to honour. It is a day to grieve. It is a day to mourn. It is a day to shed tears," Algonquin elder Claudette Commanda told a ceremony in front of parliament attended by thousands. 

Gatherings and marches were also held in communities across Canada. 

The occasion had been observed unofficially as Orange Shirt Day since 2013 to promote awareness of what a truth and reconciliation commission branded "cultural genocide" of Canada's indigenous peoples. 

It was inspired by a former student, Phyllis Webstad, who recounted how at six years old she was stripped of her clothes, including a new orange shirt bought by her grandmother, on her first day of residential schooling. 

The government elevated the day to a statutory holiday this year following the announcement of discoveries of more than 1,200 unmarked graves at several former indigenous residential schools since May. 

"The tragic locating of unmarked graves at former residential school sites across the country has reminded us of not only the impacts of colonialism and the harsh realities of our collective past, but also the work that is paramount to advancing reconciliation in Canada," Prime Minister Justin Trudeau said in a statement.

On the eve of this day, he said Canadians must acknowledge the "terrible injustices" committed against the country's indigenous people. 

"Until we understand as a country that each one of our stories is all of our story there cannot be truth, there cannot be reconciliation," he said in front of parliament illuminated at night in orange.

On Thursday, messages of support poured in, including from Queen Elizabeth II who said she joins Canadians in reflecting "on the painful history that Indigenous peoples endured in residential schools in Canada, and on the work that remains to heal and to continue to build an inclusive society." 

Losing family and community 

From the late 19th century to the 1990s, some 150,000 First Nations, Metis and Inuit children were forcibly enrolled at the schools across Canada. 

Students spent months or years isolated from their families, and were physically and sexually abused by headmasters and teachers who stripped them of their culture and language. 

Thousands are believed to have died of disease, malnutrition or neglect. Many more became detached or alienated. 

Today, while searches continue for more grave sites, those experiences are blamed for a high incidence of poverty, alcoholism and domestic violence, as well as high suicide rates, in indigenous communities. 

"We can all understand what it might feel like to lose a child. We can all understand what it might feel like to lose our parents, families (and) communities," said Jenny Sutherland, whose grandmother went to a residential school.

"This is the space we need to step into today," she urged a crowd dressed in orange and traditional indigenous garments in Ottawa and those watching on television nationwide. 

The residential schools set up by Ottawa and run by the Catholic Church were "more than an aggressive assimilation tactic by our government, but an act of war," she commented. 

"We as indigenous people are not supposed to be here." 

In Montreal, Michelle Martel said she joined a march to commemorate her grandparents and other relatives who attended residential schools, but also "for my children and my grandchildren for reconciliation, so that we can live together in peace one day." 

Paul Bode, who is non-native, said he attended the march to show solidarity with indigenous people because "I continue to benefit from what has been produced by this injustice" -- in reference to lands taken from tribes for settlement by colonisers. 

Last week, the Catholic Church apologized "unequivocally" for abuses at the schools and acknowledged "the historical and ongoing trauma" inflicted on indigenous peoples. 

Indigenous leaders, however, are still awaiting a mea culpa from Pope Francis himself, as well as the release of school records. 

Marie-Pierre Bousquet, an indigenous studies professor at the University of Montreal, told AFP: "It's important that this story not just be an indigenous story, but one that is shared by all." 

"This is a time of coming together for the entire Canadian population" to reflect on the past and "show solidarity in moving towards reconciliation," she said.

UK apologises for 'pervasive racism' over imperial war dead

New report says the British Empire did not treat all World War I dead equally.

Britain on Thursday offered an "unreserved apology" after a new report said hundreds of thousands of African and ethnic minority soldiers who died fighting for the British Empire in World War I were not properly commemorated due to "pervasive racism". 

Prime Minister Boris Johnson said he was "deeply troubled" by the findings of a Commonwealth War Graves Commission (CWGC) probe, which suggested soldiers were not treated as fairly in death as their white British counterparts. 

"During the First World War, millions of people from Africa, Asia, the Caribbean and the Middle East fought for Britain in the struggle against tyranny," he said in a statement. 

"Their contribution to victory was immense, not just in numerical terms but in their courage and valour, and many paid the ultimate price so that we might live in peace and freedom today. 

"I am deeply troubled by the findings... that not all of our war dead were commemorated with equal care and reverence. On behalf of the government, I offer an unreserved apology." 

Imperial attitudes 

Johnson's statement followed Defence Secretary Ben Wallace's verbal apology in parliament as Britain reckons with the legacy of its colonial past and links to slavery, against a backdrop of anti-racism and Black Lives Matter protests. 

Last month, there was a backlash at a government-commissioned report which concluded prejudice persists but the country is not "institutionally racist", enraging equality campaigners. 

The CWGC said the failure to honour the troops was "influenced by a scarcity of information, errors inherited from other organisations and the opinions of colonial administrators". 

"Underpinning all these decisions, however, were the entrenched prejudices, preconceptions and pervasive racism of contemporary imperial attitudes." 

The CWGC was set up during World War I to remember Britain's war dead. It cares for war graves at 23,000 locations in more than 150 countries, commemorating nearly 1.7 million people.

'Equality in death' 

The CWGC, offering its own apologies, has promised to try to right the wrongs of the past and build digital or physical structures to honour the dead. 

The Great War pulled in close to 70 million soldiers on five continents, leaving some 10 million dead in battle and claiming many million more lives through hunger and disease. 

The Imperial War Graves Commission (IWGC), which became the CWGC, was founded on the principle of "equality of treatment in death", regardless of rank, class, religion or provenance. 

But while that aim was achieved in Europe, "the promise of equality had limits elsewhere" where there was fighting during the conflict, the report said. 

"In conflict with the organisation's founding principles, it is estimated that between 45,000 and 54,000 casualties -- predominantly Indian, East African, West African, Egyptian and Somali personnel -- were commemorated unequally," it said. 

"For some, rather than marking their graves individually, as the IWGC would have done in Europe, these men were commemorated collectively on memorials. 

"For others who were missing, their names were recorded in registers rather than in stone. 

"A further 116,000 casualties (predominantly, but not exclusively, East African and Egyptian personnel) -- but potentially as many as 350,000 -- were not commemorated by name or possibly not commemorated at all." 

'The Unremembered' 

CWGC director general Claire Horton said: "The events of a century ago were wrong then and are wrong now." 

The study was set up following a TV documentary on the issue by David Lammy, who is the main opposition Labour party's spokesman on justice. 

"No apology can ever make up for the indignity suffered by The Unremembered," Lammy wrote on Twitter. 

"However, this apology does offer the opportunity for us as a nation to work through this ugly part of our history -- and properly pay our respects to every soldier who has sacrificed their life for us." 

In Sweden, female priests now outnumber male ones

Stockholm (AFP) - For the first time in history, Swedish female priests outnumber their male counterparts, sixty years after they were first allowed to don the clerical collar, the Church of Sweden said Wednesday.

Of the 3,060 priests currently serving in Sweden, 1,533 are female, or 50.1 percent, according to Cristina Grenholm, secretary for the Church of Sweden.

"From a historical perspective, this parity happened faster than we earlier imagined. A report from 1990 estimated that women would be half of the total clergy in 2090. And it took thirty years," Grenholm told AFP.

Unlike the Catholic Church, the Lutheran Church of Sweden has allowed female priests since 1958 and first ordained three women in 1960.

In 1982 the Swedish parliament also scrapped a "conscience clause" that allowed members of the clergy to refuse to cooperate with a female colleague.

Women have been over-represented on theological courses, especially since the separation of church and state in 2000, and accounted for 70 percent of those training for ordination in a study in 2013.

"Many parishes during the Sunday service try to have both a man and a woman at the altar," Grenholm said.

"Since we believe that God created human beings, both men and women, in God's image, it is essential that we do not only speak about it, but that it is also shown," she added.

However, there is a wage gap between male and female pastors -- averaging 2,200 Swedish kronor ($248 or 215 euros) per month according to the church's newspaper Kyrkans Tidning.

Grenholm said this was due to more men being in higher positions of authority.

In Sweden, ministers in the Church of Sweden have the title of priest, while those serving in parishes outside the former State Church are referred to as pastors.

The doctrine of the Christ has always been to find the God inside. The teachings were clear. The examples of the miracles were given as an example of what humans could do, not to set a man up for worship as a God. So when that has been absorbed, the teaching of the Christ can remain the teaching of the Christ. It simply changes the interpretation. 

The teachings of the great prophets of the Middle East (all related to each other) are about unity and love. So once the holy words are redefined with new wisdom, the Human changes, not the words of the prophets. In fact, the prophets become even more divinely inspired and their wisdom becomes even more profound.

You're going to lose a pope soon. I have no clock. Soon to us can mean anything to you. The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. It is not the fall of the church. It is instead the recalibration of the divinity inside that would match the worship that goes on. It's a win-win situation. The new pope will have a difficult time, since the old guard will still be there. There could even be an assassination attempt, such is the way the old energy dies hard. That is number one. Watch for it. It's a change in the way spiritual systems work. It's a realignment of spiritual systems that resound to a stronger truth that is Human driven, rather than prophet driven.…”

Commonwealth should 'acknowledge' past wrongs, says Prince Harry

London (AFP) - Prince Harry has urged the Commonwealth, which his grandmother heads, to acknowledge its uncomfortable colonial past, in video extracts published on Monday.

The 35-year-old royal and his wife, Meghan, joined a video conference call with leaders organised by the Queen's Commonwealth Trust (QCT) from their base in the United States.

The sessions were set up in response to the growing Black Lives Matter movement, sparked by the death of George Floyd, an unarmed black man, during a US police arrest.

Harry last week outlined his personal commitment to tackling institutional racism, saying it had "no place" in society but was still too widespread.

On the July 1 call, posted on the QCT website, he said: "When you look across the Commonwealth, there is no way that we can move forward unless we acknowledge the past.

"So many people have done such an incredible job of acknowledging the past and trying to right those wrongs but I think we all acknowledge there is so much more still to do.

"It's not going to be easy and in some cases it's not going to be comfortable, but it needs to be done, because, guess what, everybody benefits."

Queen Elizabeth II is the head of the Commonwealth, a non-political organisation of 54 countries, most of which have links to the British Empire.

It comprises 2.4 billion people -- a quarter of the world's population -- of which 60 percent are aged under 30.

The QCT was set up to give younger people from member nations a platform to share ideas and insights.

The chief executive of the QCT, Nicola Brentnall, has said the body is studying how the Commonwealth's colonial past and its legacy should shape its future.

Harry and Meghan stepped down from frontline royal duties this year and have set up a non-profit organisation focusing on the promoting of mental health, education and well-being.

Meghan, a mixed-race US former actress, has previously talked about her own personal experience of racism and unconscious bias.

Former army officer Harry has also complained about the "racial undertones" of media coverage of his wife.

The couple are president and vice-president respectively of the QCT.

UN extends investigation of leader's mysterious 1961 death

United Nations (United States) (AFP) - The United Nations General Assembly on Friday approved a resolution extending the investigation into the mysterious 1961 death of secretary-general Dag Hammarskjold.

The Swedish diplomat had been traveling in southern Africa for a mission when his plane crashed.

The text, initiated by Sweden and co-sponsored by more than 100 countries, was adopted by consensus without a vote.

Sweden recommended the reappointment of Tanzanian lawyer Mohamed Chande Othman, who has led the investigation for several years.

In his last report, published in early October, Othman accused the United States and Britain of withholding information regarding Hammarskjold's death.

Only the second secretary-general in the history of the UN, Hammarskjold was killed along with 15 other people on September 18, 1961 when their plane crashed near the city of Ndola in what was then known as Northern Rhodesia, now Zambia.

At the time, he was seeking to unite Congo and stop the mineral-rich Katanga province from seceding.

Two investigations concluded the crash was caused by pilot error. But since 2014, new probes have focused on a possible plot, a theory enforced by Othman's most recent report.

"South Africa, the United Kingdom and the United States must be almost certain to hold important undisclosed information," he wrote.

The resolution urged member states, "in particular those referred to in the report, to release any relevant records in their possession."

In his report, Othman mentioned the likelihood that UN member states intercepted communications related to the crash, as well as the existence of Katangan air assets that could have attacked the secretary-general's plane.

He also cited the presence of foreign forces, including pilots and intelligence agents, on the ground at the time of the crash.

Chagos islands: The fight over Africa’s last British colony

A piece of Britain lies between Madagascar, Sri Lanka and Indonesia. To date the Chagos Islands are still under British control and their inhabitants live in exile. But the UK has missed a deadline to return them.

   

The anger in his voice is clearly audible. There is a lack of goodwill on the side of the British government, Olivier Bancoult says. The fight over the Chagos archipelago has been dragging on for too long. "We are continuing to put pressure [on the British government]," Bancoult told DW. As a young boy, Bancoult was one of the Chagos residents who were forced to resettle. Today he lives in Mauritius and as a lawyer has been fighting for the people of Chagos and their descendants to return to the islands. On Friday, November 22, the United Nations deadline for the return of the islands to its people. Bancoult is amongst the organizers of a demonstration outside the British High Commission in Mauritius.

Mauritius, which had once been part of the same colonial territory as the Chagos islands, gained its independence in 1968. Between 1968 and 1973, up to 2,000 residents of the Chagos archipelago were forced to move to Mauritius, the Seychelles and UK in order to establish a military base on the main island, Diego Garcia. In the meantime, the UK has leased it to the US until 2036. Chagos served as a military base for both the Iraq and Afghanistan wars.

Geostrategic importance

"We were poor people who are living in peace and harmony until they made the decision to giv one of the largest islands to America to make a military base. Since that time our nightmare started. Many of us were forcibly removed from our native land to live in Mauritius and the Seychelles," Bancoult told DW. In February the International Court of Justice in The Hague, ruled that the archipelago is legally a part of Mauritius. The court said that Britain had illegally separated the islands from Mauritius and should give them back.

The British government rejected the ruling. "The UK has no doubt as to our sovereignty over the British Indian Ocean Territory (BIOT), which has been under continuous British sovereignty since 1814," read a statement by the British Foreign and Commonwealth Office. The statement, however, alleged that Britain had pledged  to hand over the islands to Mauritius when they are no longer needed for defense purposes.

In May, the UN General Assembly also called on the UK to handover the islands. The deadline for the handover expired on November 22, but the resolution is not binding and the UK seems to have no intention to make such a move in the near future.

The strategic location and the military role of the island, make the very calls for its independence very difficult.  Philippe Sands, a British lawyer who advises the Mauritian government on the Chagos matter, believes that talks between the UK, the US and Mauritius will continue to take place. "Mauritius has indicated that the military base could even remain on the island," Sands told DW.

Clinging onto the last African colony

Sands believes that Britain's reluctance to bow to international pressure lies in the fact that it is still coming to terms with its new place in world politics. "[The UK] is a diminished power. It has lost its judge at the International Court of Justice, it has lost a series of resolutions at the UN General Assembly. I think its just taking time to come to the realization, that ist legal situation and is very different, but ultimately I think the UK will comply with the court," Sands said.

The UK, Sands explained, is paying a high price for its political losses. "They're in the process of leaving the European Union, and they have to negotiate new trade agreements and political agreements with several countries. The government is in real trouble and I think that is why it is clinging on to its last colony in Africa," Sands said.  For him, keeping the islands under British control amounts to a crime against the people of Chagos.

Hopes set on upcoming UK elections

According to Sands, the UN is already preparing new maps which show the Chagos islands as part of Mauritius. Additionally Mauritius is the only country that can have legal rights to fishing and overflying rights of the area.

Sands and Bancoult have the hope that the upcoming UK elections set for December 12 could make a difference. "The Labour party has promised to respect the ruling of the International Court of Justice," Sands said. "If the next government is under the leadership of Jeremy Corbyn that would be very good,” Bancoult said. "He already supports us."

According to Bancoult, 596 Chagossians who were forced to leave the islands are still alive today. All in all, he said, they have 9.800 descendants who identify as Chagossians. Bancoult himself finds the thought of growing old away from his homeland difficult. "Most old people want to die where they were born," he said.

Britain's Prince Andrew has 'no recollection' of Epstein sex accuser

London (AFP) - Britain's Prince Andrew has said he does not remember meeting Virginia Roberts, one of disgraced US financier Jeffrey Epstein's alleged victims, who claims she was forced to have sex with the royal.

But Andrew admitted in an interview with the BBC due to be broadcast on Saturday that his decision to remain friends with Epstein after he was convicted of soliciting prostitution from a minor was a serious error of judgement.

"I have no recollection of ever meeting this lady, none whatsoever," Andrew told BBC interviewer Emily Maitlis, according to extracts from "Prince Andrew and the Epstein Scandal" released ahead of the programme airing.

Andrew, 59, the second son of Queen Elizabeth II and eighth in line to the throne, has been heavily criticised over his links to multimillionaire Epstein, who died in custody in the US in August.

A photograph apparently showing Andrew with his arm around then 17-year-old Roberts, now Giuffre, and with Epstein's friend Ghislaine Maxwell standing in the background, has been widely published. Supporters of Andrew, however, have disputed its authenticity.

Epstein pleaded guilty in 2008 to procuring a girl under the age of 18 for prostitution and served 13 months in a US prison before being released on probation.

He was arrested in July on new federal charges that he trafficked girls as young as 14 for sex, but was found dead in New York's high-security Metropolitan Correctional Center on August 10 as he awaited trial.

A coroner ruled that he committed suicide by hanging.

'The wrong thing to do'

The BBC interview is the first time Andrew has answered questions on his relationship with Epstein. In 2015, he used a public appearance at Davos in Switzerland to deny the claims.

Pressed over the fact that he remained friends with the disgraced financier after his conviction, even staying at his Manhattan townhouse, Andrew said he regretted the decision.

"It was a convenient place to stay," the prince added.

"I have gone through this in my mind so many times. At the end of the day, with the benefit of all the hindsight one can have, it was definitely the wrong thing to do.

"But at the time I felt it was the honourable and right thing to do."

Andrew went on to concede it was "not something that was becoming of a member of the royal family".

"We try and uphold the highest standards and practices and I let the side down, simple as that," he told Maitlis of the BBC's Newsnight programme.

'Sex slave' claim

Over the years Epstein, 66, hobnobbed with politicians, socialites and celebrities, including Donald Trump before he was president, and Bill Clinton.

After his death Giuffre, who says she was abused by Epstein for years and farmed out to his wealthy friends including Andrew, said "the reckoning must not end, it must continue".

She has alleged she was forced to have sex with the prince three times, an allegation he has strongly denied.

"He knows exactly what he's done and I hope he comes clean about it," she told reporters after a US hearing on August 27 at which other alleged Epstein victims also described how they were abused.

Giuffre previously testified that she was forced to have sex with Andrew in London in 2001 when she was 17. She said she had sex with him again in New York and on Epstein's private island in the Caribbean.

But the allegations were struck from the record by a US judge in 2015, who said the "lurid details" were not needed to decide a civil case concerning Epstein.

She has filed a lawsuit in the US accusing Epstein of using her as a "sex slave".

'Real gentleman'

Buckingham Palace has strenuously denied the claims, calling them "false and without foundation".

In August, it issued a statement after a video emerged purporting to show Andrew at Epstein's New York home in 2010 waving goodbye to a woman leaving the property.

"His Royal Highness deplores the exploitation of any human being and the suggestion he would condone, participate in or encourage any such behaviour is abhorrent," the statement said.

Sarah Ferguson, Andrew's ex-wife and the mother of his two daughters, also defended the embattled royal ahead of Saturday's interview broadcast.

"Andrew is a true (and) real gentleman and is stoically steadfast to not only his duty but also his kindness," she wrote on Twitter.

Iran foreign minister makes surprise visit to G7 summit

Biarritz (France) (AFP) - Iranian Foreign Minister Mohammad Javad Zarif flew into Biarritz in southwestern France for the G7 summit on Sunday in a surprise attempt to break a diplomatic deadlock over Tehran's disputed nuclear programme.

Zarif's presence had not been announced and represented a gamble by French host Emmanuel Macron who is seeking to soothe spiralling tensions between Iran and the United States.

The Iranian top diplomat did not hold talks with US President Donald Trump in the French surf town, French diplomats said, but the presence of the two men in the same place sparked hopes of a detente.

"Road ahead is difficult. But worth trying," the US-educated Zarif wrote on Twitter after meeting Macron and French Foreign Minister Jean-Yves Le Drian as well as British and German officials.

French officials said Trump had been aware of the arrival and suggested that it had been discussed during an impromptu two-hour lunch with Macron on a hotel terrace on Saturday.

"We work with full transparency with the Americans," one diplomat told reporters on condition of anonymity.

Robert Malley, head of the International Crisis Group, a think-tank, said that it was a sign that Trump had given "some positive response" to Macron's proposals for a deal.

"Maybe President Trump told President Macron privately that he was open to some of these ideas," he told AFP.

"The big caveat, the elephant in the room, is that there is considerable room between what President Trump says and what he thinks one day, and what he says and thinks the next," he added.

Also speaking in Biarritz, US Treasury Secretary Steven Mnuchin said that Trump had in the past said that if Iran "wants to sit down and negotiate he will not set preconditions."

French officials said the discussions had been "positive" and Zarif left the beach-side gathering in the evening.

'Moving in right direction'

Macron had held talks with Zarif in Paris on the eve of the G7 summit and has been leading efforts to bring Tehran and Washington back to the negotiating table.

Trump's policy of applying "maximum pressure" on Tehran via crippling sanctions has been criticised by European powers and is seen as raising the risk of conflict in the Middle East.

At the end of July, the US Treasury imposed sanctions on Zarif, saying he "spreads the regime’s propaganda and disinformation."

Macron has urged the US administration to offer some sort of relief to Iran, such as lifting sanctions on oil sales to China and India, or a new credit line to enable exports.

In return, Iran would return to complying with a landmark 2015 deal limiting its nuclear programme, which Trump unilaterally pulled out from last year, Malley explained.

"I suspect that they (the French) are as cautious as I am," Malley added.

Speaking to AFP last week, Zarif said that Macron's suggestions were "moving in the right direction, although we are not definitely there yet."

Zarif was a key architect of the 2015 nuclear deal reached between Iran, the United States, European powers, Russia and China.

Trade war doubts?

The G7 leaders, spouses and other invitees from South America and Africa wrapped up their long day with a group photo on a stage overlooking the Biarritz beach, with the city's tall lighthouse in the background.

They were all smiles and Trump proclaimed that the G7 summit had been going "beautifully."

However, there was no masking over cracks between the US president and his allies on many issues.

Leaders of the G7 countries -- Britain, Canada, France, Germany, Italy, Japan and the United States -- put on a united front as they spent a second day in the high-end French surfing town of Biarritz.

Trump arrived in Biarritz fresh from having drastically upped the ante in the trade war with China.

European leaders lined up to press for caution and on Sunday Trump gave a glimmer of hope that he was reconsidering his all-or-nothing approach to the dispute between the world's two biggest economies.

Asked whether he was having second thoughts about the trade war, Trump, in a rare moment of public self-doubt, replied: "I have second thoughts about everything."

Then in an extraordinary turnaround, Trump's spokeswoman Stephanie Grisham said just hours later that the president had been misunderstood.

He did have regrets, she said, but not what everyone thought.

"He regrets not raising the tariffs higher," she explained.

At a breakfast meeting, British Prime Minister Boris Johnson became the latest of the G7 partners to urge Trump to step back from a trade war that critics fear could tip the world economy into recession.

"Just to register a faint, sheep-like note of our view on the trade war -- we are in favour of trade peace on the whole," Johnson told Trump.

The meeting with Johnson, who is sometimes seen as a British version of the populist, nationalist Trump, underlined the White House's dislike for the powerful European Union.

Trump predicted that Johnson would manage to untangle the mess of Brexit and described the EU as "an anchor around their ankle."

The 73-year-old US leader then promised Johnson a "very big trade deal, bigger than we've ever had."
