Mexico City (AFP) - FIFA on Friday named Senegalese UN diplomat Fatma Samoura as the first female secretary general in the history of the male-dominated world football organization.

Samoura, 54, comes from outside the football world, having worked with the United Nations for 21 years. She is currently based in Nigeria for the UN Development Program.

"Today is a wonderful day for me, and I am honored to take on the role of FIFA's Secretary General," Samoura, who has also worked at the World Food Program, said in a statement.

FIFA president Gianni Infantino has

 promised reforms to world football's

governing body during a trip to Thailand.

"I also look forward to bringing my experience in governance and compliance to bear on the important reform work that is already underway at FIFA."

She will take her post by mid-June after undergoing an eligibility check administered by an independent review committee.

FIFA president Gianni Infantino, who announced her appointment by the FIFA Council during a congress in Mexco City, said Samoura was a "great person" with experience managing big organizations, budgets and staff.

"We have to be serious when we say we embrace diversity and we believe in gender equality," Infantino said.

"She will bring a fresh wind to FIFA, somebody from outside, not somebody from inside, not somebody from the past but somebody new."

Her appointment was a huge surprise at a congress that was meant to focus on confirming reforms aimed at cleaning up an organization ensnared in a massive corruption scandal.

The former secretary general, Jerome Valcke of France, was sacked in January and banned from football for 12 years over misconduct in television deals and World Cup ticket sales -- one of the many scandals that hit FIFA.

Germany's Markus Kattner had been serving as interim secretary general since then.

Zurich (AFP) - Gianni Infantino won FIFA's presidential election and vowed to lead the scandal-tainted body into a new era as he faced immediate calls to ensure genuine reform.

The 45-year-old UEFA general secretary scored a convincing victory in the battle to replace the disgraced Sepp Blatter, whose 18-year reign ended with FIFA mired in unprecedented crisis.

Infantino, a Swiss-Italian, defeated Asian rival Sheikh Salman bin Ebrahim Al Khalifa in the second round of the vote of 207 members.

"FIFA has gone through sad times, moments of crisis, but those times are over," he said, asserting that a "new era" had begun for world's football's governing body, dogged by a vast set of corruption scandals.

Blatter, who many hold responsible for the culture of patronage and graft that plagued FIFA, congratulated Infantino on his win.

"With his experience, his capacities, his sense of strategy and diplomacy, he has all the qualities to continue my work," Blatter said in a statement.

Second round win

Infantino got 115 votes in the election's second round while Asian Football Confederation president Sheikh Salman, from Bahrain, got 88. They were just three votes apart in the first round.

Five candidates started the day in contention.

Prince Ali bin al Hussein of Jordan and former FIFA official Jerome Champagne saw their support fizzle after the first round, while South African tycoon Tokyo Sexwale withdrew before polling opened.

Infantino said he would have no trouble uniting world football after an election which exposed divides between Europe, Infantino's power base, and voters in Asia and Africa.

"Today it was an election but not a war," the new FIFA supremo told reporters. "In an election you win or lose and then life goes on."

Sheikh Salman said he was looking forward to working with his campaign rival, and called for "unity" while stressing that FIFA needed to be more "inclusive and reflect the diversity of world football".

Infantino's election was hailed by world figures such as Russia's President Vladimir Putin and federation chiefs.

Putin, whose country will host the 2018 World Cup, said Infantino comes into the post with "high authority".

Pressure to change

The multilingual lawyer takes over leadership of the world's top sport with its reputation at an all-time low.

Blatter and UEFA president Michel Platini have been banned from football for six years, US prosecutors have charged 39 people over more than $200 million in football business bribes and Swiss authorities are investigating FIFA's management and the awarding of hosting rights for the 2018 and 2022 World Cups.

Infantino, who only entered the contest after Platini was ruled out, will also face immediate financial problems.

Acting secretary-general Markus Kattner said "general uncertainty" caused by the crisis meant FIFA was $550 million (500 million euros) behind in its $5 billion budget target for 2015-2018.

The shortfall could complicate Infantino's ability to deliver on a campaign pledge of more than doubling the amount given back to national associations to over $1.2 billion in total every four years.

Hours before he was elected, FIFA members approved a reform package that aims to limit the powers of the new president and to end the corruption that prevailed under Blatter.

The president will become more like a corporate chairman of the board, providing strategic guidance but with less management authority.

FIFA's executive committee, which had become an epicentre of graft allegations, has been rebranded as a FIFA council. It will operate like a corporate board of directors.

Measures such as declaring the salary of the new president to improve financial transparency were also included.

But sponsors gave a cool reaction to the measures.

"We urge FIFA's new leadership to prioritise their implementation," major backer Visa said of the reforms.

"As we have said before, we believe it is in the best interests of FIFA, the fans, sponsors and everyone involved, that there is long-term independent oversight of the reforms."

Atlanta-based FIFA backers Coca-Cola said in a statement that deeds, not words, regarding accountability will be the critical factor in judging future support of Infantino's FIFA.

"Under Mr Infantino's leadership, FIFA must regenerate itself," it said.

FIFA still has doubters and considerable judicial troubles ahead, particularly from the US investigation with trials that could start this year.

Blatter, 79, the big absentee at the congress, suffered a spectacular fall over the last nine months.

He has since been banned from football for six years for ethics breaches and could face criminal charges.

Infantino also faced questions over his UEFA ties to Platini, but offered thanks for the French football legend's years of support.

He also pledged to work "tirelessly" to drag the organisation out of one of the darkest period's in its 112-year history.

"You will be proud of FIFA," he said. "You will be proud of what FIFA will do for football."

United Nations (United States) (AFP) - The United Nations is reviewing its partnerships with FIFA following allegations of widespread corruption at football's world governing body, a UN spokesman said Thursday, a day after the scandal erupted.

"We are very much taking a look at the existing partnerships and how the situation evolves," said UN spokesman Stephane Dujarric. The UN and FIFA have tie-ups, for example, to promote health, gender equality and for child protection.

The various campaigns and programs between the UN and FIFA, since 1999, also include initiatives designed to help alleviate poverty, further human rights and tackle environmental problems.

"The UN has had a number of different kind of one-time partnerships with FIFA for the World Cup and other events with UN agencies," added Dujarric, cautioning that it was "early days" in the investigation into allegations of huge bribery and graft at FIFA.

He said these partnerships were focused on "ensuring that the UN message of peace... are seen and heard within these major sports events."

Authorities in the US, which is leading the investigation into alleged wrongdoing at FIFA, had not been in contact with the UN, Dujarric added.

America’s top prosecutors on Wednesday accused nine senior current or former Fifa officials of “hijacking” international football to run “a World Cup of fraud” to line their pockets by $150m.

Loretta Lynch, the US attorney general, said the Fifa officials had allegedly run a “rampant, systemic and deep-rooted” scheme to “acquire millions of dollars in bribes and kickbacks”.

As she announced charges against the nine officials, seven of whom were arrested in dawn raids at a five-star hotel in Switzerland, Lynch said: “They were expected to uphold the rules that keep soccer honest, and protect the integrity of the game. Instead, they corrupted the business of worldwide soccer to serve their interests and enrich themselves.”

Lynch said the nine Fifa officials, including former Fifa vice-president Jack Warner, and five sports marketing executives had run “a 24-year scheme to enrich themselves through the corruption of international soccer”.

She alleged that the bribery and corruption extended from the sale of TV rights to voting for which countries should be awarded the right to hold the World Cup and other tournaments.

“These individuals and organizations engaged in bribery to decide who would televise games; where the games would be held; and who would run the organization overseeing organized soccer worldwide,” Lynch said.

“They corrupted the business of worldwide soccer to serve their interests and enrich themselves. They did this over and over, year after year, tournament after tournament.”

Lynch said she would seek the extradition of the men to the US to stand trial as soon as possible. If found guilty of racketeering, the most serious of the 47 charges, some of the men face up to 20 years in jail.

She refused to comment on whether Sepp Blatter, the current president of Fifa who is seeking re-election for a fifth term on Friday, would be subject to the far-reaching and ongoing investigation.

Lynch said Fifa would need to consider whether the World Cups in Russia in 2018 and Qatar in 2022, which have long been plagued with allegations of fraud, should go ahead as planned.

Kelly Curries, the acting US attorney for the eastern district of New York, said: “This is the beginning of our effort, not the end. We are looking into individuals and entities in a variety of countries.” There are 25 unnamed co-conspirators mentioned in the indictment, including people linked to the South Africa 2010 World Cup bid committee.

The charges were announced at a press conference in New York on Wednesday hosted by Lynch, who was flanked by senior officials from the FBI and the Internal Revenue Service (IRS) criminal investigations unit.

Richard Weber, the chief investigator of the IRS criminal investigations unit, said: “This is really the World Cup of fraud and today we are issuing Fifa a red card,” adding: “The fans shouldn’t have to worry about officials corrupting their sport.”

James Comey, the director of the FBI, said the game had been “hijacked by corruption”.

The current or former Fifa officials charged are Eduardo Li, Jeffrey Webb, Eugenio Figueredo, Jack Warner, Julio Rocha, Costas Takkas, Rafael Esquivel, José Maria Marin and Nicolás Leoz. Warner and Leoz were not among those arrested in Switzerland; Leoz resigned as president of the South American Football Confederation in 2013, while Warner stood down from all international football positions in 2011.

Emir assures Merkel: Qatar has never supported 'IS' militants

Sheikh Tamim bin Hamad Al Thani made the assurances on Wednesday during meetings with Chancellor Merkel and President Joachim Gauck in Berlin.

"What is happening in Iraq and Syria is extremism and such organizations are partly financed from abroad," the emir said at a news conference in the German capital.

"But Qatar has never supported and will never support terrorist organizations," he said.

Qatar has previously been accused of providing financial backing to extremist groups, including al Qaeda and Islamic State (IS) in Iraq and Syria. Qatar has also come under pressure from its neighbors in the region for supporting the Islamist Muslim Brotherhood in Egypt, the Palestinian Hamas, and Islamist groups in Libya.

Following Wednesday's meeting, Merkel told reporters the emir had reassured her "the fight against IS is as much the task of Qatar as it is of other countries." She added that she had "no reason" not to believe what the emir said. "There is a broad commonality that we can not accept this kind of intolerance and brutality."

The chancellor also pointed out that Qatar had also pledged its support to the US-launched alliance formed to combat IS fighters.

The terror group has made significant territorial gains in parts of Iraq and Syria in recent months, prompting US President Barack Obama to launch a new strategy - including airstrikes - to "degrade and destroy" the militants.

Human rights concerns

In her meeting with the emir, Merkel said she had also raised concerns about human rights and conditions for foreign workers in Qatar.

The country is preparing to host the FIFA World Cup in 2022, but has faced criticism after reports dozens of workers from India and Nepal had died on stadium construction sites. Some labor rights groups have argued for Qatar to be stripped of its hosting responsibilities.

"We do not say: We are the ideal state, which does not make mistakes," the emir said, and added that the government was working to address the problem.

Economic ties

Economic cooperation and investment were also on the agenda at the talks, with Merkel saying the resource-rich country was an important partner for the European Union, and that Germany had a lot to offer in the way of environmental technology and infrastructure.

"We are pleased about every Qatari investment," the chancellor said, praising the Gulf state's decision to buy shares in German companies, including Volkswagen, construction giant Hochtief, Siemens and Deutsche Bank.

At 34, the emir is the youngest head of state in the Arab world. He took over the position from his father, Hamad bin Khalifa Al Thani, who increased Qatar's economic output sevenfold during his reign from 1995 to 2013.

Rio de Janeiro (AFP) - Brazilian police have arrested a director from the FIFA partner company handling World Cup ticket packages, accusing him of leading a network that illegally sold game passes.

Ray Whelan, a director at Match Hospitality, was detained Monday at Rio de Janeiro's luxurious beachfront Copacabana Palace Hotel, a police spokesman told AFP, days after 11 people were rounded up in a raid to dismantle the network.

Local media said Whelan is a 64-year-old British citizen, but police were not immediately able to confirm that.

The arrest was made on the eve of the tournament's first semi-final game between Brazil and Germany in Belo Horizonte. Argentina and the Netherlands will face off for the final's last spot on Wednesday in Sao Paulo.

Police say the international scalping syndicate sold thousands of tickets worth millions of dollars, going back to the 2002 World Cup in Japan and South Korea.

The scandal is the latest to hit FIFA, which is already battling allegations that members accepted bribes from a Qatari football official to secure support for the emirate's campaign to get the 2022 World Cup finals.

One of Match Hospitality's shareholders is Swiss-based Infront Sports and Media, headed by Philippe Blatter, the nephew of FIFA president Sepp Blatter.

A French-Algerian suspect, Mohamadou Lamine Fofana, was initially thought to be responsible for the ticket scheme after he was among 11 people arrested last week in Rio and Sao Paulo.

But suspicions moved toward an individual at Match Hospitality, the official World Cup ticket agency, which sells deluxe packages that include private suites at stadiums and gourmet catering.

Authorities intercepted phone calls between Fofana and Whelan, according to the newspaper O Estado de Sao Paulo.

Tickets canceled

Match Hospitality said earlier that it had canceled the tickets bought by Fofana's company, Atlanta Sportif, for the semi-finals and the final.

The hospitality firm warned that it would cancel the remaining tickets of three other companies whose names appeared in tickets seized by police unless they cooperate with the probe.

Match identified the companies as Reliance Industries Limited, Jet Set Sports and Pamodzi Sports, but did not give details about the companies' ownership.

Reliance Industries bought 304 packages for 19 matches worth $1.2 million, including access to a private suite for all games in Rio, Sao Paolo and Belo Horizonte. Match Hospitality said 59 tickets seized last week had the company's name on them.

One ticket was imprinted with the name Jet Set Sports, which purchased 40 packages for two games worth $108,250. The package had been allocated to an individual who resides in Australia, Match Hospitality said, without naming the person.

Another ticket had the name Pamodzi, which secured 350 packages for 18 games -- including private suites and business seats - worth more than $1.2 million.

Byrom plc, a Manchester, England, company, has a 75 percent stake in Match Hospitality. It also owns Match Services. Both Match firms are based in Zurich and provide World Cup ticketing and hospitality services.

Foreign minister Frans Timmermans would have gladly helped Arnhem football club Vitesse in its efforts to get an Israeli player permission to join the club’s winter training camp in Abu Dhabi, he said on Tuesday.

Speaking from Cuba, where he is on a three-day visit, Timmermans said: ‘if my help was asked for on time, I would have done what I could to make it possible for [Dan] Mori to travel.’

Vitesse was told the by the UAE on Saturday defender Mori was not welcome because of his Israeli passport. The club says it had been given earlier assurances Mori would be allowed in and decided not to call off the trip because it would interfere with the training.

Football association

The Dutch football association said on Monday that it wanted to keep out of politics, but on Tuesday issued a more strongly worded statement following criticism from politicians.

‘We are, of course, angry Mori was refused entry to the UAE because of his nationality,’ the statement said. ‘Football connects people from different lands, cultures and religions.’

The KNVB now plans to discuss further steps with Vitesse when the club returns to Arnhem, Nos televisions said. The club is unwilling to create too many waves while it remains in the UAE, the KNVB said.

The hatred is as great today as it was then, but where was all the terrorism 40 years ago? It was isolated.

Those in Israel and Palestine and surrounding areas took the brunt of it, but now it's seemingly everywhere - and you're worried. Why would this be? The answer is that the old energy was happy to have this hatred contained, for it would keep it going and never involve outsiders. Outsiders tend to bring unwanted light to the party. Suddenly, the whole earth is involved and can see the entire scenario before them. The old guard wants war, just like all the eons before them. The ones on the bridge are holding the light and showing the earth how to cross. Even many younger ones in Israel and Palestine and Iran are holding light! The teachings of the great prophets of the Middle East (all related to each other) are about unity and love. So once the holy words are redefined with new wisdom, the Human changes, not the words of the prophets. In fact, the prophets become even more divinely inspired and their wisdom becomes even more profound.

You're going to lose a pope soon. I have no clock. Soon to us can mean anything to you. The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. It is not the fall of the church. It is instead the recalibration of the divinity inside that would match the worship that goes on. It's a win-win situation. The new pope will have a difficult time, since the old guard will still be there. There could even be an assassination attempt, such is the way the old energy dies hard. That is number one. Watch for it. It's a change in the way spiritual systems work. It's a realignment of spiritual systems that resound to a stronger truth that is Human driven, rather than prophet driven.…”

"... Taught to Hate From Birth

On this earth today, many who are born in Israel are taught from birth how to dislike and distrust all those around them. At this time in history on this earth, those around them from birth are taught how to hate the Jews. Carefully taught, they are. Against all odds, they are proud of this separation because it is the lineage of their ancestors that is at stake, and they want to follow historic protocol. They want to stay separate. Yet I want to tell you that's what is changing. Oh, it's really changing! It's changing in the places you don't expect. It's changing in Jerusalem. It's changing in Iran. And the children are waking up and saying, "Tell me again why I should hate them? They did what, when? That wasn't them. It was their ancestors. The ones here now are current and didn't participate in history. Tell me again, because I don't feel it."

The parents are shaking their heads, and saying, "Do as we say, for tradition and history tells us that they are our enemy and always will be." And the children are saying, "No. I am not going to do this, and neither are those around me." This is slowly making a difference on this planet and it is not being recorded. For your worldwide media has no idea what to do with this new energy and it doesn't seem to even be news to them. They are steeped in the old Human nature, where things that separate are news, and things that unify are not. Yet it is one of the greatest energies this planet is seeing today. I'm here to tell you it's real and it's happening under the hood, you might say. Oh, there are other things I'd like to report to you. ..."
